Skills, agents, and hooks should be created via plugin-dev plugin,
not generic "tell Claude" or manual file writing.

pipeline skills, /hook-development for hooks, /skill-reviewer for
quality checks, /plugin-validator for setup validation. plugin-dev
added as prerequisite.
