docs(graceful-handoff): consolidate GOVERNANCE.md to repo-standard canonical (org D11)

Removes the local copy and repoints README.md:5 to the canonical file in
repo-standard, per org-ops D11 (byte-identical baseline verified before
removal: md5 736fc9d6af84fbd83c9cc7f860d8c8b7). Both changes in one commit
so no window opens where the link is dead.
