chore(catalog): bump repo-mailbox v0.21.0 -> v0.22.0

Browse source 
Tag v0.22.0 created and pushed to repo-mailbox. Also corrects the
catalog's stale selftest-check count for repo-mailbox (402 -> 412)
to match the plugin's own badge, caught by the post-write gate.
