So "passes the gate" is a necessary-but-partial §3 signal. Surfaced by the portfolio-optimiser bundle (index.md with frontmatter) passing. Deferred to Stage 2 / a spec<->gate reconciliation — not changed now, since tightening would break the proven verdict-parity with okr's checker.
