v3.3.0 ships /ultracontinue-local (zero-friction multi-session resumption), /ultraplan-end-session-local helper, session-state-validator + atomic-write util, and Handover 7 (.session-state.local.json contract). Non-breaking. 185 tests green (163 baseline + 22 new). Step 10 of /ultracontinue v3.3.0. README/CLAUDE updates land in Step 11.
