chore(measure): Arm E corpus run and the reach instrument, figures recorded
No code. The figures this round publishes, and the controls that let them be read, are now in the local measurements file. The ceiling stopped being an assumption. The committed instrument extracted all 43 files and counted table ROWS in the text itself, not entries in a plan: 3 of 39 extractable documents carry any table row, 57 rows in total. That 57 reproduces EXACTLY the independent pre-work screen the Arm D round published (57 of 35 050 lines) without either measurement knowing about the other. Both declared expectations -- 38 grid-rule lines across 3 documents -- hit their value, so the shipped grammar is the grammar that was measured. The Arm E run differs from the Arm D archive on exactly 3 of 33 plans, and those three are the ones named before the rule was built: 04.json (position 5) 21 -> 6 entries, 02.json (position 10) 15 -> 3, 43.json (position 11) 2 -> 1. The NN.json to position mapping is derived from each plan's own path prefix against the committed draw, not from the glob index the file numbers come from. The one outcome that would have been a wiring bug rather than a finding -- no file differing at all -- did not occur. Corpus totals: 709 -> 681 entries, 33 table-block candidates -> 5, and 5 of 681 entries carry rule:table-grid. Path churn is 0, and the denominator is computed rather than declared: 676 spans are present in both arms and none of them received a different concept path. The plan had declared 686, which was wrong twice over -- 28 entries are removed, not 33, and a joined block's end moves so its pair matches nothing in Arm D. Publishing a control with a wrong denominator is the failure this round is supposed to be about, so the computed number is the one of record. Nothing here gated. Step 8's controls halt; these are reported whatever they say, because the predictions came from an exploratory replica and a replica may not sit in judgement over the shipped rule.
