chore(measure): Arm E round closed, suite green after git add

STATE.md rewritten (local-only, gitignored) with the NESTE block, the board
line and the route scoring for the next session. Nothing else to stage: the
working tree is clean and every artifact this round produced is either already
committed or deliberately local.

Gate suite, run AFTER git add so nothing untracked was measured as green:

Baseline at the start of the round was 1230 tests and 27 mypy files.

The next step is NOT another arm. It is the operator answering the unit
question, and the report says why: the verdict is a conditional in two clauses,
and the blind row carries one document's worth of information about this arm --
only 1 of Arm E's 3 movable documents falls in the fixed blind positions. A
threshold set on that measures the protocol, not the arm.

No push, as the order requires. Measured rather than assumed: 35 commits are
unpushed on origin/main..HEAD, 13 of them from this round, and 0 carry a
Claude-Session trailer (checked with git log --format=%B, not --oneline, which
prints subject lines only and could never have found one).
