Kjell Tore Guttormsen 90bec02c23 docs(okf-v0.2): GA criterion 9 is the backstop, not the mechanism ... We told po-claude the notice lands before the GA release rather than with it. A criterion verified at GA cannot enforce that ordering — as written it would let the notice slide to GA day and still pass. Says so explicitly.
