The context sets, the packaged knowledge bases and the example bundles are
replaced by one fictitious example set about IT operations in an invented
organisation: three context sets (serverrom-2027, driftsavtale-2027 and the
two-base drift-og-avtale-2027), two synthetic knowledge bases under
src/portfolio_optimiser/data/kunnskapsbaser and two example bundles under
src/portfolio_optimiser/data/bundles. Numbers, codes and structural values in
tests and fixtures are kept; names, ids and wording change. Dated measurement
documents that only recorded runs on the replaced material are deleted.
Gate figures measured on the new set are not comparable with earlier ones.
The exclusion gate from the previous commit is green: 0 tracked files hit
outside the shared/ subtree.

P15 (order 20260912T220951Z). okf._frontmatter_from_text was linewise
last-write-wins over EVERY line regardless of indentation, so a curated
concept's own top-level `title:` got silently overwritten by the nested
`sources:\n - title: ...` block's title. Fix: a top-level (unindented)
key always wins over an indented one of the same name; a nested line
with no top-level counterpart is still preserved (SPEC §4).
Red-before/green-after: new test
test_parse_frontmatter_top_level_title_survives_nested_sources_title
(tests/test_okf.py) failed on 45edbf5 (fm["title"] == "N500:2024",
expected the concept's own), green after the fix.
Re-measured on all four vegnormal-okf bases (concept files / distinct
titles): n100-2023 446/446 (was 1) - n200-2024 1133/1133 (was 1) -
n500-2024 270/270 (was 1) - r761-2025 2756/2407 (genuine repeated
process names, not a collapse). directory_listing on krav/N500:
269 documents / 269 distinct titles (was 1).
tests/test_context_sets_loadbearing.py:
- The P14 tripwire test (asserting parse_frontmatter DID collapse
titles) is INVERTED, not deleted, per the order: it now asserts the
fix holds, as a live regression guard.
- own_frontmatter() stays (not replaced by parse_frontmatter): measured
29,500 field reads (type/title/req_number/prosessnr, all four bases)
agree exactly except for quote-stripping (2,728/29,500, zero value
mismatches) - own_frontmatter unquotes for fasit comparison,
parse_frontmatter deliberately doesn't (D1/(a)/(i): unquote_scalar is
the ONE unquoting rule).
docs/2026-09-12-p14-kontekstsett.md Part B correction: the "22 of 22
cost words absent from n100/n200/n500" claim was false - n500-2024
carries `kroner` as a false positive (substring match inside
"borkroner", drill bits, not money). The original 22-word list was
never persisted, so only ~9 of the 22 survive named. Replaced with a
newly named, persisted 22-word list and the actual re-measured count:
n100 22/22 absent - n200 22/22 - n500 21/22 (kroner via borkroner) -
r761 18/22 (4 genuine cost words). No gate touched (no fasit anchor is
`kroner`).
Verification: full suite 1643 passed / 5 skipped (was 1642/5 on
45edbf5, +1 new test, 0 removed) - `uv run pytest -q`. ruff check +
ruff format --check clean on the three changed source/test files.

Operator feedback: fagpersoner must be able to name the approaches a run shall
evaluate for a project, and/or ask the system for its own. Today the hypothesis
prompt is hardcoded ("Propose ONE concrete cost-saving measure") and the only
expert-facing lever, --dimension-config, FILTERS what may pass the scoping gate
rather than DIRECTING what is spent attempts on. This is the input that was
missing.
`mandate.py` is the typed commission + a fail-fast loader (mirrors
`load_dimension`/`load_goal_config`): missing or malformed refuses, because a run
must never proceed on a silently degraded commission — the coverage report would
then describe work nobody ordered. Stdlib + pydantic only, so it joins
`_MAF_FREE_MODULES` and can be mirrored to the D7 sibling.
Two refusals carry real defect classes: an EMPTY commission (no approaches and no
own proposals) is a caller error, not a result; and a duplicate approach id — or
one claiming the reserved OWN_PROPOSAL_ID — would collapse two coverage rows onto
one key (the S3.2 key-collision class), which is exactly the silence the coverage
report exists to prevent.
The numeric target is deliberately NOT duplicated here: it already lives in
GoalContract, and two copies of one number drift apart ((p) precedent). The
mandate carries intent; `announce` merely restates the figure.
`_build_messages(approach=...)` switches the opening instruction from *find one*
to *quantify THIS one*, carrying the expert's label and description VERBATIM —
the description is the reason the approach is worth trying, the one part the model
cannot infer from cost data. `approach=None` is byte-identical to the previous
prompt, so every existing run and golden is untouched.
The gate is unmoved: `validate_proposal` is called exactly as before. A
commissioned approach gets no discount — the expert directs what is EVALUATED,
never what is APPROVED.
Load-bearing MEASURED against the whole 695-test suite, four mutations all red:
detach the approach injection (2 red, control stayed green) · let a commissioned
approach bypass the validator · make the mandate loader tolerant · drop the
empty-commission refusal.

The commons pull (7aa53fc -> a2b57d2) rewrote method-spec §3 Step 1 and added two §11
seams. Measuring okf.py against the new normative text found six contradictions; this
closes all six, gated by the commons-owned nav-goldens that came with the pull.
method-spec §3 Step 1 (navigate_bundle / bundle_context):
- follow cross-links RECURSIVELY, depth-first in first-seen order (there was no
recursion at all — only the root index's links were read, so no hierarchy was
navigable even with the other fixes in place);
- resolve a leading `/` against the BUNDLE ROOT, anything else against the LINKING
file's directory, and drop the retired "a path separator means out-of-bundle"
heuristic, which conflated depth with escape and forbade valid nesting;
- de-duplicate on the RESOLVED path (`./a.md` == `a.md` == `/a.md`), which is also
what terminates cycles;
- exclude index files by BASENAME at every level, so a nested index is navigation and
never renders as content (flat rendering regardless of depth);
- bind index_summary to the ROOT index alone.
safe_resolve stays the sole in-/out-of-bundle test, fail-closed: a target that fails to
resolve for ANY reason is skipped, never raised.
ingest-spec §3 (write_concept_file): it is the repo's one authoring primitive that
materialises a concept file from caller-supplied frontmatter, so it now refuses the
COMPLETE ownership stamp (`generated: true` + `ingest_manifest`) with IngestStampError,
while permitting either field alone. A validation, never a repair — nothing is written.
Gates (tests/test_okf.py, 529 -> 537):
- nav-golden-hierarchy and nav-golden-escape compared against the shipped
expected-read-context.md fasit (trailing-whitespace normalisation only, which the
fixture README explicitly permits; internal blank-line structure stays gated);
- traversal order pinned separately from the rendered output, so a right-looking render
from a wrong walk still fails;
- unit seams for the recursion in isolation, resolved-path dedup, and the leading-`/`
rule's breach case (a real out-of-bundle file addressed by its absolute path).
Load-bearing MEASURED, not asserted: seven mutations each go red — detach the recursion,
restore the separator prefilter, dedup on the raw target, read `/` as filesystem-absolute,
render nested index bodies as content, drop the stamp guard, and the fully naive navigator
with no boundary check (which is what makes the `/`-trap test bite). okf.py restored from a
checksum-verified copy after each.

The commons pull (7aa53fc..a2b57d2) retires "a path separator means out-of-bundle"
in method-spec §3 Step 1. test_navigate_skips_null_byte_link stayed GREEN, but its
docstring explained itself via that heuristic ("slips past the `/` pre-filter") —
a live test citing dead doctrine. Behavior and assertions are unchanged; only the
reason is re-anchored on what the new spec makes load-bearing: a target failing to
resolve for ANY reason is skipped, not raised (§11 row "Navigation boundary").
Measured, not assumed: this was the only rotted rationale. The three other
separator mentions (okf.py:26-27, :125, test_okf.py:164) describe what the code
actually does or rest on safe_resolve, which survives the retirement.

pkt.2 — coverage gap (green-but-dead): link_in_index preserves the existing
index byte-for-byte and in order on the SUCCESS path by construction, but
nothing asserted it. Byte-equality was checked only on the REFUSAL path
(test_step8_promotion_loadbearing.py Test A); other tests check mere line
MEMBERSHIP. A writer that kept every link but reordered/rewrote the existing
body would pass the whole suite — the exact ingest-spec §6 / Step-8 promotion
invariant we rely on (promoted verdict links survive re-ingest byte-for-byte).
New test uses deliberately non-sorted existing links; proven load-bearing (a
temporary `sorted()` reorder mutation flips it RED, then reverted). Test-only,
no production change.
pkt.4 — shared_root.py docstring overclaimed "Every MAF-side consumer resolves
through this ONE seam". Verified: both runtime consumers (persona, simulation)
do route through shared_root(); the 15 test modules hardcode the in-repo
fixture path deliberately (a test needing the real fixture must not be
redirected by a production env var). Scoped the claim to "runtime consumer"
rather than churning 15 test files to make a false claim true.
Full suite 415 passed, ruff + mypy clean.

is_within_dir called os.path.realpath OUTSIDE its try block, so a path with
an embedded null byte (which makes realpath raise ValueError, not OSError)
leaked that ValueError to callers. Via safe_resolve -> okf._load_file (which
catches only PathSecurityError) it propagated uncaught out of
navigate_bundle, breaking the OKF SPEC §4 guarantee (okf.py:8-9) that a
broken cross-link is silently skipped, never raised: an index link like
`](a\x00b.md)` has no `/`, slips past the same-dir pre-filter, and reached
path resolution.
Move both realpath calls inside the existing try so an uncanonicalisable
path is treated as not-within (fail-closed): safe_resolve raises
PathSecurityError -> _load_file returns None -> the link is skipped. Fixes
the class for both callers of the seam (navigate_bundle + retrieve).
Tests (load-bearing — RED before, GREEN after):
- test_navigate_skips_null_byte_link: the reported regression.
- test_null_byte_path_rejected: the seam directly (is_within_dir/safe_resolve).
- test_navigate_skips_bundle_escaping_symlink_link: closes the previously
untested path-safety-at-link-resolution branch of navigate_bundle.

Close the last agentic-loop seam (målbilde §3/§6/§7/§11 step 6): an
APPROVED verdict is promoted from the raw output layer into the context
layer (the OKF bundle) as a navigable `type: verdict` concept file, so
human/persona-approved knowledge reaches the next run's hypothesis.
- okf.py (pure stdlib, MAF-free): render_frontmatter / write_concept_file
/ link_in_index — the D7-portable OKF write counterpart of navigate.
- verdicts.py: promote_verdict + PromotionRefused gate (fail-closed; only
approved decisions enter the wiki, never raw agent output), provenance
stamp (who/experiment/when; timestamp a required kwarg), neutral index
label (signal reaches a prompt only via the gated ExpeL fold, never
bundle_context), _safe_filename_token (id sanitised for path/link).
- R4 = optional+gated: a public opt-in primitive, NOT wired into
run_project (mirrors write_verdict — the system reads, the gate promotes).
- Load-bearing trio (test_step8_promotion_loadbearing.py): gate refuses a
non-approved verdict, approved verdict is navigable, promoted signal
stays out of the read-context — all proven RED-on-detach. Suite 144->148.
Design hardened by an adversarial plan-critic (12 findings; the BLOCKER —
index-link leak into bundle_context via index_summary — closed by the
neutral label + a no-leak test). Honesty limits documented: promoted file
is minimal (signal as prose only), and the learning-key id means
same-candidate approvals share a filename (last-write-wins).

Closes the honest Fase 2a limitation: docs_dir==bundle_dir let keyword
chunk-stuffing leak the verdict's realization rate ("0.82") into the debate /
generation prompt regardless of the ExpeL fold (it surfaced from both
verdict-led-fro.md AND golden.json). The realization signal now reaches the
hypothesis prompt ONLY via the gated ExpeL fold.
- okf.py: bundle_context() + Bundle.context_files render the navigated bundle
(index + frontmatter + cross-links) as the agent read-context, EXCLUDING
type: verdict (maalbilde §2/§4). Pure stdlib, still MAF-free.
- datasource.py: bundle_citations() derives first-class citations from the
navigated non-verdict files.
- run_project: on the bundle path context + citations + debate tools come from
navigation (tools=[]; navigation replaces query-time RAG); the road path keeps
chunk-stuffing unchanged.
Load-bearing (maalbilde §7): the marker is upgraded from the minted verdict id
to the realization signal itself. The empty-store control now asserts "0.82"
reaches NO prompt — RED against the pre-2b chunk-stuffing path, green after
navigation (TDD red->green). New okf-level test_bundle_context_excludes_verdict_layer
guards the seam directly.
Suite 133->134 passed, 4 skipped; mypy + ruff check clean. Reverted unrelated
ruff-format drift (backends/budget/verdicts/test_contracts) to keep the diff
surgical.

Closes maalbilde §5 gap #1 (the one missing "feedback-into-prompt" dataflow)
for the OKF-bundle path. Before, ExpeL was computed AFTER generation into a
discarded SessionContext, so a prior verdict could not influence any hypothesis
(context_providers=0).
- New okf.py: framework-neutral OKF bundle navigation (index + frontmatter +
cross-links), pure stdlib, no agent_framework/mcp (D7-portable), enforced by
test_okf_is_maf_free.
- verdicts.py: seed_store_from_bundle + bundle_candidate_features build the
ExpeL substrate + the pre-hypothesis query key from a bundle.
- run_project(bundle_dir=...): folds the candidate's prior verdicts into the
generation context BEFORE generate_via_llm; the road path is unchanged.
Load-bearing (maalbilde §7): test_step1_expel_loadbearing proves a prior verdict
reaches the hypothesis prompt and goes RED when the fold is detached (shown via
TDD red->green). The marker is the minted verdict id (content hash) because
docs_dir==bundle_dir lets keyword chunk-stuffing leak the realization rate;
clean layer separation is Fase 2b.
Suite 121->133 passed; mypy + ruff check clean.
