C1. Round 4 produced 13 declarations over six runs and NOT ONE named a fasit concept.
The distinct documents opened before each were 1,1,1,1,1,1,1,2,5,5,6,13,13: seven
declared the base's FIRST requirement after opening exactly ONE document.
The order offered two rules and asked which discriminates. Replayed against the real
listings: "the declared document must have come back from a read_dir filtered on a word
from the approach's label" refuses 13 of 13 -- including Soraasen's 12.11, the closest
any run came -- because ZERO of the 13 were reached through a filtered listing at all.
A gate that refuses every measured case, right and wrong alike, cannot discriminate.
"fewer than k distinct documents opened" at k=3 refuses 8 of 13 and keeps the five that
navigated. k=3, 4 and 5 refuse the SAME eight -- the distribution has a gap between 2
and 5 -- so the threshold is not on a cliff, and 3 is the lowest of that plateau.
DISTINCT paths, not calls, and capped by the base's own size so a small base stays
declarable.
C2. Over the same traces 18 of 143 path-bearing calls named a path the base does not
hold, ELEVEN of them one run walking R761/4-3, 4.3, 4-2, 4-1, 4-0, 4-5, 4-6 while the
real names are R761/4, R761/41, R761/42. The refusal already named the nearest listable
ancestor; now it also names up to five of that rung's own subdirectories, ranked by
longest common prefix with the segment that failed. ONE copy shared by both refusal
sites, built from context_files through in_dimension, so every name handed back resolves
and the verdict layer can never be advertised in an apology. MEASURED after: 16 of 18.
Load-bearing MEASURED, four mutations all red against the WHOLE suite, green control
1863/5, golden byte-unchanged: C3(i) the declaration gate detached (2 red) . C3(ii) the
neighbour list empty (6) . C3(iii) built from files (1, the verdict arm alone) . C3(iv)
count CALLS instead of distinct documents (1, the repetition arm alone).
Three existing arms REWRITTEN, not weakened: all three read one document and declared,
which is the measured failure class exactly.

Four paid stress rounds ran entirely UN-ANCHORED, all of them, because the one file
loader reads cost-baseline.json out of the BUNDLE and no vegnormal ships one: N100,
N200, N500 and R761 are knowledge, and knowledge carries requirements, never amounts.
The validator's stage 0 -- the one stage that tells an invented cost line from a line
this project actually buys -- was skipped in every single run, so "validated" could not
mean what it says. P20 G1/G2 measured real R761 process numbers (12.11 three times on
Soraasen, 1.1.1 on Lindaas) validating with amounts nobody had anywhere.
--cost-baseline FILE is PM decision (e), taken over the three alternatives P20 wrote
down. A LOADED object, never a path (prepass_payload's rule): the CLI owns the file and
loads it ONCE, so the notice, the stamp and every base of an --across-bundle pass all
descend from one read. ONE parse, two doors -- load_cost_baseline delegates to
load_cost_baseline_file -- while safe_resolve stays on the bundle door alone, because a
project's own schedule is legitimately outside every base. No tolerant twin: this path
exists only because an operator NAMED a file.
DEL B: five anchored context sets, a1-a3 with their line and a4 with none, so stage 0 is
what catches the falsification arm. THE ORDER'S OWN ARM (h) WAS FELLED BY MEASUREMENT:
"no baseline code is a requirement number the base declares" is measured 0 of 4 on the
project-coded sets and 5 of 5 on kontrakt-sorasen -- which is what R761 Prosesskoden IS,
a bill of quantities priced BY process code. The complement keeps both, and the order's
own mutation still bites.
DEL B3: the judge reports anchored (off the run's own stamp), priced per row, and WHICH
falsifier caught the falsification arm.
Load-bearing MEASURED, five mutations all red against the WHOLE suite, green control
1850/5 (from 1809/5, superset, 0 removed), golden byte-unchanged:
A3(i) the flag is read but the baseline is unused (3 red) . A3(ii) only the first base
gets it (1) . A3(iii) report_forbidden drops it (1) . B2(i) a4 gets a line (1, arm (g)
alone) . B2(ii) a code swapped to 12.11 (2, arms (f) and (h)).

Three seams, one commit: A, B and C touch the same four modules (run.py carries
the debate task, the grounding composition and the announcement; okf.py carries
one reference-number vocabulary read by both A and B), so splitting them into
three commits would have meant hunk-level staging of entangled files. Stated
rather than silently restructured.
A — the declaration answers with the DOCUMENT's own words. Measured: 13
declarations over round 3 and P17b, not one naming a fasit concept, while the
tool answered {"declared": true, ...} by echoing the caller's own arguments. It
now returns the document's title and req_number, read off Bundle.context_files
(so the type: verdict layer can never be named back), plus the sentence saying
what the declaration binds. A path the base carries as no concept answers with
empty strings rather than refusing. The commission's success_criteria now reach
the DEBATE task through mandate.criteria_block, the one renderer, empty when
there are none — which is what keeps every un-commissioned prompt, and the
golden, byte-identical.
B — a clause number is not a price. THE ORDER'S OWN RULE WAS FELLED BY
MEASUREMENT: it asks to refuse a code that IS declared req_number/prosessnr,
and neither of its two known positives is. n500 declares seksjon 10.4.1..10.4.4
but never the bare 10.4; r761 declares 2727 prosessnr and 2753 seksjon, none of
them 1.10.4, which occurs once, as prose ("iht. vegnormal N200 kap. 1.10.4").
The COMPLEMENT fires on both and closes the hole _ground_against_input already
admits in writing -- "it fails OPEN on a coincidental match". Unanchored run +
requirement-shaped code + the base declares a vocabulary + the code is not in
it -> refused, naming the denominator. All five of kontrakt-sorasen's real
process codes ARE declared and pass, which is what keeps the one context set
built on real codes measurable. Replayed over all 24 codes of round 3 + P17b:
exactly the two known positives flip validated -> rejected, 22 unchanged.
C — a parse failure no longer burns the round ledger blind. _fetch_parsed takes
a BUILDER instead of a finished message list, so the retry carries the parse
reason; measured, kontrakt-sorasen-04 spent 11 of 12 rounds re-asking the same
question. And announced_subject names the routed bases instead of saying "the
portfolio" for a two-base commission.
Suite 1807/5 (from 1781, +26, 0 removed), golden demo-transcript.stdout
BYTE-UNCHANGED (shasum -a 1 of the CONTENT = ea8c534773acdbe41ae68f2c55724d69aaf8be4f),
ruff and mypy clean.

P18 part A (order 20260914T105139Z). P16 measured S7a-3's ladder against a
delivered corpus for the first time and found two things fixture bases
cannot show.
(1) One level is not bounded by being one level. Measured 14.09 on the four
mounted vegnormal bases: okf.directory_listing on krav/N200 is 169 974 chars
over 1 132 documents, krav/N100 69 250 over 445, krav/N500 39 853 over 269,
and R761's own root 110 912 over 2 728 SUBDIRECTORIES -- 27-113x the
1 500-char ceiling S7a-3 set, riding in every later prompt. That last number
is why the window covers BOTH kinds: a pagination over documents only would
have left the largest measured level unpaginated.
read_dir now answers with a window. offset/limit page directories first then
documents as ONE sequence (two independent windows make "the next ten" a
question with two answers); total is the denominator and is always carried;
limit is CLAMPED to 50, never refused. Default 10 chosen against the ceiling:
one entry is 121-209 chars (median 145) over the four bases. After: n100
1 493, n500 1 453, R761 479, n200 1 537 -- 2.5 % over, stated rather than
tuned away, because the ceiling is a character budget and the window is a
count. Largest single call any caller can make: ~7 600 chars.
filter narrows a level instead of paging it: case-insensitive SUBSTRING over
title + req_number/prosessnr and over a directory path, answering with
total_matches beside total. A substring and not a pattern for
_ground_against_input's reason one rung down -- a form the rule does not know
returns nothing, and an empty listing reads as "the base does not have this".
A filter that matches nothing is an ANSWER (total_matches: 0), never a
refusal. ORDER PREMISE FELLED before building on it: the order asks for a
separate top-level reader "like own_frontmatter" because parse_frontmatter
was last-write-wins -- P15 (f13dc64) already made a top-level key win, so
BundleFile.frontmatter IS the concept's own value and a second reader here
would be the second copy ko-(p) forbids.
(2) 0 of 26 fasit concepts were opened in 32 read_file calls (the order's
"24" is the four runs' DISTINCT paths, re-measured 14.09), and 10 of those
calls named a path the base does not hold. Each reached the model as MAF's
opaque "Error: Function failed." while counting toward the three consecutive
tool errors that end a request. read_file now refuses such a path by name
(BundlePathNotFound, funn-99 returned form) and names the nearest directory
that actually HOLDS documents -- chosen off context_files, never the
filesystem, because a directory can exist on disk and hold no navigated
concept (read_dir would then refuse the very path the refusal handed back)
and because context_files is what drops the type: verdict layer, so a refusal
can never advertise by name the one layer no listing mentions. Narrow by
construction: only an ABSENT path is translated; any other OSError propagates
untouched.
Two existing arms REWRITTEN, neither weakened:
- test_a_nonexistent_sibling_is_still_an_os_error was a tripwire whose own
docstring said "when it goes red, someone has closed it, and that is a
decision to be recorded". This is the record. Its narrowness half survives
as a new arm driving a real PermissionError on a file that IS there.
- test_every_document_is_still_reachable_and_the_counts_add_up became
STRONGER: the accounting must now page, so the same assertion also proves
the window is complete and non-overlapping.
tests/test_navigation_window_loadbearing.py: 13 arms. Arms needing the
delivered bases SKIP with the root named (PORTFOLIO_VEGNORMAL_ROOT), as
MAJOR-3's ceiling arm does; the window algebra, the filter negative and the
refusal run over a synthetic base UNCONDITIONALLY, so the file can never be
silently absent in full.
Verification: uv run pytest -q 1672 passed / 5 skipped before the new file
(1670 on cfd9079). ruff check + format clean, mypy clean (38 files). Golden
demo-transcript.stdout BYTE-UNCHANGED, shasum -a 1 of the CONTENT =
ea8c534773acdbe41ae68f2c55724d69aaf8be4f. No version bump, no push.

P15 (order 20260912T220951Z). okf._frontmatter_from_text was linewise
last-write-wins over EVERY line regardless of indentation, so a curated
concept's own top-level `title:` got silently overwritten by the nested
`sources:\n - title: ...` block's title. Fix: a top-level (unindented)
key always wins over an indented one of the same name; a nested line
with no top-level counterpart is still preserved (SPEC §4).
Red-before/green-after: new test
test_parse_frontmatter_top_level_title_survives_nested_sources_title
(tests/test_okf.py) failed on 45edbf5 (fm["title"] == "N500:2024",
expected the concept's own), green after the fix.
Re-measured on all four vegnormal-okf bases (concept files / distinct
titles): n100-2023 446/446 (was 1) - n200-2024 1133/1133 (was 1) -
n500-2024 270/270 (was 1) - r761-2025 2756/2407 (genuine repeated
process names, not a collapse). directory_listing on krav/N500:
269 documents / 269 distinct titles (was 1).
tests/test_context_sets_loadbearing.py:
- The P14 tripwire test (asserting parse_frontmatter DID collapse
titles) is INVERTED, not deleted, per the order: it now asserts the
fix holds, as a live regression guard.
- own_frontmatter() stays (not replaced by parse_frontmatter): measured
29,500 field reads (type/title/req_number/prosessnr, all four bases)
agree exactly except for quote-stripping (2,728/29,500, zero value
mismatches) - own_frontmatter unquotes for fasit comparison,
parse_frontmatter deliberately doesn't (D1/(a)/(i): unquote_scalar is
the ONE unquoting rule).
docs/2026-09-12-p14-kontekstsett.md Part B correction: the "22 of 22
cost words absent from n100/n200/n500" claim was false - n500-2024
carries `kroner` as a false positive (substring match inside
"borkroner", drill bits, not money). The original 22-word list was
never persisted, so only ~9 of the 22 survive named. Replaced with a
newly named, persisted 22-word list and the actual re-measured count:
n100 22/22 absent - n200 22/22 - n500 21/22 (kroner via borkroner) -
r761 18/22 (4 genuine cost words). No gate touched (no fasit anchor is
`kroner`).
Verification: full suite 1643 passed / 5 skipped (was 1642/5 on
45edbf5, +1 new test, 0 removed) - `uv run pytest -q`. ruff check +
ruff format --check clean on the three changed source/test files.

P13 measured this lift and REFUSED it, because okf >=0.8.5 emits the ownership
stamp as the V1 flow mapping `generated: { by: process:okf-ingest, at: ... }`
where 0.3.2 emitted `true`, and `_carries_complete_ingest_stamp` read the new
form as NOT a stamp -- write_concept_file's forgery refusal would have shipped
DISARMED with the whole fail-closed suite green. That blocker is closed first,
red-first, and then the pin moves.
ROW 1, THE SECURITY HALF. `_claims_ingest_ownership` widens the predicate from
"reads as boolean True" to "claims ingest ownership", of which the boolean is
the pre-V1 spelling. The recogniser for the new half is `decode_flow_value` --
the module's ONE flow decoder, the same argument write_concept_file already
makes for `verified`: the writer refuses exactly what the reader can read. A
value the decoder REFUSES is therefore not an ownership claim and writes
through, which is what keeps this from collapsing into "any non-empty
generated". Two arms red before the fix; no YAML library introduced.
THE PIN. okf v0.3.2 -> v0.8.5, guard v0.3.4 -> v1.4.0 spelled `tag =`, not
`rev =`, and not the declared floor 1.2.0 -- both P13 premises hold and the
reason now lives next to the pin in pyproject.toml. The ":40" comment is
corrected: okf has ONE runtime dependency, the guard, and that is what binds
the two lines together. 27/27 imported names resolve across five modules.
THE GOLDENS, REGENERATED AS A DECISION. Seven concept files across four
examples/ingest-golden-* bundles, one line each. Two were regenerated by the
REAL materializer; the other five are derived (http/sql/mcp cannot materialize
outside the tests' stubs) and then MEASURED -- all four golden suites compare
byte for byte against what the stubs produce, and all four are green. The four
`generated == "true"` asserts now read ONE source, conftest.
expected_generated_stamp: four literals for one emitter fact are four places a
later release can leave half-corrected, which is exactly how the pre-V1 form
survived until P13 measured it. tests/test_okf.py keeps its literal on purpose
-- that one round-trips a CURATED half-stamp through our own writer.
THE BLOCK READER. Measured with the full denominator: all four delivered
knowledge bases write `sources` as a BLOCK sequence and none in flow form
(n100 446/446, n200 1133/1133, n500 270/270, r761 2756/2756 = 4605/4605), and
`evidence_for` reported `unreadable` on 4605 of 4605 -- the falsification layer
had no address for any document in any base. `okf.decode_block_mappings` is the
second CARRIER of one grammar, never a second grammar: colon-SPACE separator,
unquote_scalar, duplicate keys refused, SPEC 5.2's actor rule applied. okf's
consume.read_sources was READ for the form and not called; po calls no okf
reader, which is measured and deliberate. After: 4605 present / 4605 entries.
Reading is not a licence to WRITE -- the emitter is untouched and both writers
still refuse what decode_flow_value refuses.
THREE FINDINGS. (1) The first block reader INVENTED data on `- { k: v }` items
-- SPEC-canonical, and the shape tests/golden/block-form-provenance writes for
`verified` -- decoding it as `{'{ id': '...'}`. No arm caught it: the 5.2 actor
rule shielded the fixture by accident. Closed with a flow-decoder branch and
four new arms. (2) One of my own arms was VACUOUS, found by my own mutation M5:
it claimed to prove the colon-SPACE rule and stayed green under first-colon,
because the two rules agree on every delivered value. Renamed, labelled, and
the claim moved to the arm that actually witnesses it. (3) OPEN, and it needs
the operator: the commons-owned worked example declares its second concept
`unreadable`/`block-sequence`, which is now false for po. `shared/` is
pull-only, so closing it needs a commons amendment; the test asserts the
divergence instead of skipping it, keeping the discriminating half (the example
says two entries were seen and the reader returns exactly two).
NINE EXISTING ARMS REWRITTEN, NONE WEAKENED. All nine pinned "the block form is
unreadable" -- the behaviour this order changes. Each keeps its claim on a
specimen that is still unreadable for a reason of its own (5.2: an entry naming
no actor), or pins the REVERSED direction where the old arm stood so the change
cannot be silent. Two got STRONGER: multi-verified.md was authored for "a reader
keeping the last entry reports machine-confirmed for a concept a human signed",
and that could not be tested while the form was unreadable. Three node ids were
renamed; nothing was removed in substance.
Suite 1582 -> 1606 passed / 5 skipped. Both demo goldens byte-unchanged
(ea8c534... / ede3e2f..., shasum -a 1 of the CONTENT, never the git blob id).
ruff check / ruff format / mypy green. shared/ untouched.
Six mutations, all red against the WHOLE suite, each with its own signature:

F3 and F4, the two findings the S7 acid test (session 98) reported and left. The order required
both descriptions to be treated as PREMISES. One held; the other was felled before anything was
built on it.
F3 -- premise FELLED, asymmetry real. The order read arm C's two refused calls as "the path names
a document that EXISTS". Measured against the base that ran: its root holds 27 directories named
del-ii-bilag-N-... and 12 documents named inbox-del-ii-bilag-N-....md, and the requested path
matches NEITHER -- it is the directory naming convention applied to a document whose real name
carries an inbox- prefix. So the two live rounds were the UNKNOWN-path class, and this delivery
does NOT recover them (gated). What IS real: read_file on a directory has named read_dir since
session 95, while read_dir on a document named neither the rung nor the path.
okf.DocumentPathRefused closes that one direction -- a ValueError, a SIBLING of BundlePathNotFound
rather than a subclass, built from context_files (never files) and through the same in_dimension
predicate the listing uses, quoting the document's REAL name so what it hands back resolves.
F4 -- premise HELD, option (c) felled by measurement. All four live artefacts stamped
cost_baseline_anchored: False and each arm invented its cost codes. derive_cost_baseline refuses
against the delivered base: K2's price schedule is a pandoc SIMPLE table with ONE column header,
so making --derive-cost-baseline reachable there would mean inventing a rule for an unmeasured
form -- MAJOR-4's own honesty limit. Chose (b) over (a): --require-cost-baseline /
run_project(require_cost_baseline=...), OPT-IN and never default, so every bundle without a
cost-baseline.json runs unchanged. The gate sits where both branches have bound baseline and ABOVE
the dry-run cut, so it fires on the free trip too and, on the paid one, before the first model
call. Three CLI refusals by name, each with an rc-0 control.
12 mutations, all red against the WHOLE suite. Green control 1493/5 -> 1511/5 (+18 node-ids, 0

S2c lot dette staa som en uttalt aerlighetsgrense: ingen listing navngir
type:verdict-laget - context_files dropper det paa hvert nivaa, saa verken
read_bundle, read_dir eller bundle_context nevner en dom - men en GJETTET sti
naadde en, og aa naa den slik gaar utenom den gatede ExpeL-folden som er eneste
sanksjonerte vei fra en tidligere dom inn i en hypotese. Egenskapen var arvet
fra S7a-3 og ble naabar fra debatten ogsaa da S2c ga den navigatoerens fire

spoersmaal er det andre - "faar disse bytene forlate" - og det stilles om en sti
en modell valgte, som ingen listing ga den. En dom ingen index lenker ville seilt
rett gjennom en navigasjons-noeklet sjekk. _VERDICT_TYPE er ÉN kopi av hva et
verdict ER (koe-(p)); tre flater svarer nå paa det.
Gaten staar FOER dimensjonssjekken: laget nektes ubetinget, og dimension=None er

MAJOR-3/S7a-3 gjorde utforskningen billig og lot pipelinen staa. Maalt paa K2
(630 konsepter, S7bs eget instrument, kjent-positiv-kontrollen reprodusert
eksakt FOER bruk): okf.bundle_context er 648 962 o200k-tokens og rir i TRE
kopier = 1 947 342 = 99,1 % av en kjoerings prompt-tokens.
Et premiss i maaledokumentet ble presisert foerst: de tre kopiene er tre
DEBATT-turer (proposer x2, checker x1), mens genererings-prompten er 156
tokens, fordi gen_context = debate_output or context. Det avgjorde formen -
generering trengte ingen egen soem, for aa binde `context` binder
siste-utvei-fallbacken ved konstruksjon.
run_project sender naa en PEKER (fast tekst + erklaert bundle_id + antall
konseptdokumenter i scope + stigen, O(1) i korpuset) og gir debatten de SAMME
fire verktoeyene utforskningen bruker - explore.navigator_tools gjenbrukt,
aldri en andre kopi av policyen.
Etter: 753 tokens like-for-like (samme manus, samme fire prompter, -99,96 %)
og 8 942 med en debatt som faktisk gaar stigen (-99,5 %), mot operatoerens
terskel 195 000 = 4,6 % av taket. Validert besparelse og validatorens dom er
UENDRET (850 000 NOK av 3 852 500, 2 av 5 felt paa stage 4 og 5, samme
dom-noekkel), og utforskningens 18 355 er uendret til tokenet.
§4.1a maatte flytte, ikke forsvinne: dimensjonsfilteret bodde i renderingen og
bor naa i VERKTOEYENE, paa begge trinn - en listing som skjuler et fremmed
dokument mens read_file serverer det paa sti er et filter i navnet alene.

brukte defaulten til den andre grenen raatnet), og et flagg ville dessuten gjort
usanne de fem docstringene som siterer load_ir_projection som DEN fail-faste
presedensen. Toleransen stopper ved fravaer: en malformed projeksjon reiser fortsatt.
De tre kallstedene fikk HVER SIN stilling:

sjekke mot; en projeksjon som FINNES og navngir et annet prosjekt nekter

aldri faatt en rad, saa --report --ledger X --mandate Y droppet kommisjonen i
STILLHET - F4-klassen. Testarmen kjoerer mot en argv report-modus ellers ville
AKSEPTERT, med en kontroll som beviser rc 0 uten flagget.

S7a-3 pkt. 2. MAJOR-3 bygde read_bundle om fra HELE basen til en oppfoering per
konseptfil. Saa kom det foerste ekte korpuset: K2 navigerer til 629 konsepter bak
478 nestede indekser, og en listing av 629 koster 42 761 o200k-tokens som rir i
7 av 12 prompter = 89 % av alle prompt-tokens. Bindingen holdt asymptotisk og
priset likevel hele korpuset. De 478 indeksene ble bygget, konsumert og flatet ut
- agenten saa 629 soesken og fikk aldri vite at korpuset hadde en form.

S7a-3 pkt. 1. Til i dag NEKTET reconcile_bundle_id en base som erklaerte en id
katalogen ikke bar. Maalt mot K2 - den foerste leverte basen som erklaerer sin
egen id (618 av 630 konseptfiler + rot-index, alle "k2-trinn1-20260903", levert
som "K2-bundle-20260903") - betydde det at basen ikke kunne aapnes slik den var
levert, og at eneste botemiddel var aa montere den paa nytt for haand, en gang
per leveranse. PM-beslutning: konsumenten slakker.
- Erklaert vinner (B1s rekkefoelge uroert), avviket REGISTRERES:
ResolvedBundleId.mount + ProvenanceStamp.bundle_id_source +
DryRunReport.bundle_id_source + run.bundle_id_notice (None ved enighet).
Stempel-feltet er PAAKREVD uten default: None er en VERDI (veg-stien).

MAJOR-4 (misjonsreview v2 section 7), owner B = the consumer. Neither existing
projection into ir.CostBaseline can serve an ingested tender corpus:
cost-baseline.json is hand-written per project and baseline_from_project belongs
to the road domain, so a K2-shaped bundle could be navigated and never anchored.
okf.derive_cost_baseline reads the numbers already in the bundle.
The premise was MEASURED before anything was built on it, and the order's two
pointers named two different forms. examples/*/expected-bundle/ carry pipe
tables, but every one of them is csv- or sql-sourced via render.render_table --
the xlsx path never reaches render_table at all. Measured with pandoc 3.10.2
under the producer's own writer and arguments: extract._extract_office converts,
and inbox.py hands that text to render_inbox_concept untouched, so an
xlsx-sourced concept file carries a pandoc SIMPLE table whose dash rule defines
the column spans. A pipe-only reader would have been inert on exactly the corpus
this exists for. Both forms are read, by two scanners over one role mapping and
one number grammar.
No judgement anywhere: the header vocabulary and the number grammar are closed,
and every ambiguity refuses -- no candidate table, more than one, two columns
claiming one role, two rows sharing a cost code, a row that prices nothing. A
partly-priced schedule refuses in full, because a half-derived baseline anchors
some codes while cost_baseline_anchored reports True.
Wired behind --derive-cost-baseline and never silently: one resolution in
run.py's bundle arm serves both the full run and the dry run, and the refusal
propagates rather than degrading to the file loader.
The two fixtures are pandoc's output verbatim, not hand-typed. The unpriced one
is K2's actual pre-award shape, and the columns survive as blanks -- so the
table IS a candidate and the refusal is the sharp one.
Load-bearing MEASURED: 18 mutations all red against the WHOLE suite, green
control 1230 passed / 5 skipped (from 1208/5, superset, 0 removed), golden
demo-transcript.stdout byte-unchanged (ea8c534773acdbe41ae68f2c55724d69aaf8be4f).
M17 is the one that matters for arm (b): dropping the positivity guard makes the
mutant raise pydantic ValidationError, which IS a ValueError but is NOT the named
class -- so pytest.raises(ValueError) would have stayed green against exactly the
mutation the arm exists to catch. Verified directly, not argued.
Honesty limits stated in the invariant row: NS 3451 section rows are not
classified (K2 itself was not available to measure), the stamp records that a run
was anchored and never which projection anchored it, the hosted surface is
deliberately untouched, and no live K2 file was read.

PM addendum 5 to order 20260902T151931Z-250257273, reported at the close of B4
and deliberately left unfixed there as outside that order.
evidence_for(path, key="sources") raised ValueError. The tier was derived
unconditionally through trust_tier, which refuses an entry that names no `by`
actor -- correctly, because a trust level derived from an entry identifying
nobody mints the provenance it claims to read. But `by` is required of a
VERIFICATION entry (SPEC 5.2), not of every provenance key: the agreed
segmented form carries segment_id/source_offset and a sources list carries
id/resource. The guard belonging to one key was being applied to all of them.
trust_tier is UNCHANGED. evidence_for stops applying it to keys it was never
about: _TIERED_KEY names the one key SPEC 5.3 tiers, and every other key comes
back with state / reason / items_seen / entries and tier=None.
admits_falsification moved WITH it, and that is the same fact rather than
scope: it read `tier != "unverified"`, and None != "unverified" is TRUE, so a
present `sources` list would have cleared a threshold about verification. It
now names the tiers that clear it. For every value reachable before this change
both spellings are identical, which is why the existing K5 arms stay green.
Measured, and it corrected the test: an actorless `verified` value never
reaches trust_tier through evidence_for at all -- the decoder refuses that shape
first as unreadable / unsupported-flow. Both guards are now asserted where each
actually lives instead of one asserted where it is not.
Load-bearing measured, four mutations, all red against the WHOLE suite: derive
the tier unconditionally (3 red) - revert the K5 threshold (1, the consequence
arm alone) - "fix" it by never tiering at all (3, including two pre-existing
falsification arms) - loosen trust_tier instead (2, including its own
pre-existing gate). Green control 1208 passed / 5 skipped; golden
demo-transcript.stdout unchanged (ea8c534773acdbe41ae68f2c55724d69aaf8be4f).
[skip-docs] — the invariant row for this plan lands in Step 13, where the mutations
that force it have been measured. Documenting a seam before its measurement is
the claim-without-evidence class this repo writes rows against.

der halve innholdet aldri ble lest var derfor umulig aa skille fra en base der de
dokumentene aldri ble skrevet - og toerrkjoeringen sa ingenting.
Toleransen er UROERT: OKF SPEC §4 krever at navigasjonen ikke kaster, og den kaster
fortsatt ikke. Dette er synlighet, ikke en ny nekt.
To tenner (samme form som ordre 20260821T092039Z, synlig uforankring):
1. okf.SkippedLink + Bundle.skipped - strukturert spor, aldri en streng: hvilken fil
lenken sto i, lenketeksten ORDRETT (operatoeren redigerer den teksten, ikke den
resolverte stien), og hvilken av de TO grunnene som gjaldt - outside-bundle (escape,
ofte bevisst) eller missing (inne i basen, ingen lesbar fil, nesten alltid en
skrivefeil). Dedup-grenen (canonical in seen) registreres ALDRI: den er korrekt
navigasjon og det som terminerer sykler.
2. run.skipped_links_notice - EN renderer, tar den alt opploeste tuppelen, returnerer
None naar ingenting ble hoppet over. Printes paa BEGGE flater: --live-dry-run og
den fulle enkeltkjoeringen (en kjoering som PRODUSERTE et forslag fra en halvlest
base er der tausheten kostet mest).
Defaulten er MOTSATT forrige ordres, og forskjellen er innsikten: cost_baseline_anchored
er paakrevd fordi begge defaults lyver, mens en TOM tuppel her er et aerlig positivt
utsagn ("hver lenke ble fulgt") - external_calls-presedensen. Vei-stien navigerer ingen
base, saa tom er bokstavelig sant der ogsaa.
Sporet bor paa RunResult.skipped_links (RUN-nivaa: navigasjonen skjer EN gang per
kjoering, foer noe forslag finnes), aldri paa ProvenanceStamp, som beskriver gaten som
doemte EN kandidat. Ingenting av dette naar bundle_context - derfor er de commons-eide
nav-goldenene byte-uendret, og Bundle( har fortsatt EN konstruksjons-sted (maalt).

Docs rettet der de paasto det motsatte: kunnskapsbase-for-en-kjoring.md §5.7 + §6,
presentasjon-bygge-kunnskapsbase.html (steg 8, steg 9, fallgruve 3, avslutningen),
README-ens navigasjonsavsnitt, og CLAUDE.md-ens navigasjons-kontrakt-invariant.
Two rules existed. verdicts._unquote took quotes off correctly; the
bundle_context title renderer stripped only `"`. Measured before the fix:
`title: " Spaced "` rendered as `## concept: Spaced ` (the whitespace
half kø-(a) named), and `title: 'Single'` rendered its quotes verbatim —
both ordinary YAML a hand-authoring curator writes, and both reach the
agent's read-context.
The (p) defect class: a duplicated conversion drifts, and the drifted copy
decides something. Same fix shape — ONE source, owned by the module that
owns parse_frontmatter. okf.unquote_scalar is now the rule; verdicts
delegates by identity, so the structural key that _mint_id hashes is
unchanged.
The commons-owned nav-goldens could never have caught this: every golden
title is double-quoted with no inner whitespace, so both rules render them
byte-identically. That is asserted as a control, and it goes RED if a
future golden gains a discriminating title.
Load-bearing MEASURED against the whole suite, three mutations:
- weaken the renderer back to .strip('"') -> ONLY the 2 new rows red,
643 others green (incl. nav-goldens) = it covers ground nothing did
- reintroduce a private _unquote copy in verdicts -> only the identity
test red, 644 green (the copy is behaviourally identical TODAY, which
is exactly why identity is the only thing that catches the class)
- (control, kø-(n)) add `import numpy` to a second src module -> the
existing test_semretrieval_is_the_sole_numpy_importer goes red alone,
confirming that gate is live rather than green-but-dead
638 -> 645 tests.

Every stage of validate_proposal reasoned only about numbers the proposal itself
supplied, so an internally-consistent hallucination cleared the whole gate (F3).
A new stage 0 reconciles each affected_item against the project's CostBaseline
before the CBC solve: an unknown cost code is rejected, and a real code carrying
a quantity/unit_cost outside the configured tolerance (5% default, relative to
the baseline value) is rejected. Validation, never repair.
The baseline argument is OPTIONAL (None = pre-S4.0 behaviour), but both run
paths set it: the road path projects project.cost_items, the bundle path loads
cost-baseline.json when the bundle ships one. Bundles written before the
amendment stay un-anchored, so the commons-owned goldens run byte-identically;
a baseline that exists but is malformed still raises on both loaders.
F8: the method-specific cap now comes from the METHOD_CAPS registry (measure
type -> fraction, injectable) instead of an energy_efficiency string comparison.
The baseline format and tolerance semantics were decided locally — the commons
amendment (D-A pt. 2) never arrived, exactly as in S3.2. D7 mirroring stays open.
Three portfolio fixtures quoted cost codes belonging to OTHER projects; the new
gate caught them. They now quote each project's own lines, and the two copied
REPLIES tables import the single source instead of drifting from it.
Load-bearing measured (tests/test_s40_cost_baseline_loadbearing.py), six
mutations all red: detach the reconciliation stage; detach the magnitude
tolerance; detach the road wiring; detach the bundle wiring; ignore the injected
cap registry; make the optional loader tolerant of malformed content. Control:
with the road wiring detached the repaired portfolio fixtures still pass, so
they are not masking the seam. 597 -> 612 tests.

The commons pull (7aa53fc -> a2b57d2) rewrote method-spec §3 Step 1 and added two §11
seams. Measuring okf.py against the new normative text found six contradictions; this
closes all six, gated by the commons-owned nav-goldens that came with the pull.
method-spec §3 Step 1 (navigate_bundle / bundle_context):
- follow cross-links RECURSIVELY, depth-first in first-seen order (there was no
recursion at all — only the root index's links were read, so no hierarchy was
navigable even with the other fixes in place);
- resolve a leading `/` against the BUNDLE ROOT, anything else against the LINKING
file's directory, and drop the retired "a path separator means out-of-bundle"
heuristic, which conflated depth with escape and forbade valid nesting;
- de-duplicate on the RESOLVED path (`./a.md` == `a.md` == `/a.md`), which is also
what terminates cycles;
- exclude index files by BASENAME at every level, so a nested index is navigation and
never renders as content (flat rendering regardless of depth);
- bind index_summary to the ROOT index alone.
safe_resolve stays the sole in-/out-of-bundle test, fail-closed: a target that fails to
resolve for ANY reason is skipped, never raised.
ingest-spec §3 (write_concept_file): it is the repo's one authoring primitive that
materialises a concept file from caller-supplied frontmatter, so it now refuses the
COMPLETE ownership stamp (`generated: true` + `ingest_manifest`) with IngestStampError,
while permitting either field alone. A validation, never a repair — nothing is written.
Gates (tests/test_okf.py, 529 -> 537):
- nav-golden-hierarchy and nav-golden-escape compared against the shipped
expected-read-context.md fasit (trailing-whitespace normalisation only, which the
fixture README explicitly permits; internal blank-line structure stays gated);
- traversal order pinned separately from the rendered output, so a right-looking render
from a wrong walk still fails;
- unit seams for the recursion in isolation, resolved-path dedup, and the leading-`/`
rule's breach case (a real out-of-bundle file addressed by its absolute path).
Load-bearing MEASURED, not asserted: seven mutations each go red — detach the recursion,
restore the separator prefilter, dedup on the raw target, read `/` as filesystem-absolute,
render nested index bodies as content, drop the stamp guard, and the fully naive navigator
with no boundary check (which is what makes the `/`-trap test bite). okf.py restored from a
checksum-verified copy after each.

Close the last agentic-loop seam (målbilde §3/§6/§7/§11 step 6): an
APPROVED verdict is promoted from the raw output layer into the context
layer (the OKF bundle) as a navigable `type: verdict` concept file, so
human/persona-approved knowledge reaches the next run's hypothesis.
- okf.py (pure stdlib, MAF-free): render_frontmatter / write_concept_file
/ link_in_index — the D7-portable OKF write counterpart of navigate.
- verdicts.py: promote_verdict + PromotionRefused gate (fail-closed; only
approved decisions enter the wiki, never raw agent output), provenance
stamp (who/experiment/when; timestamp a required kwarg), neutral index
label (signal reaches a prompt only via the gated ExpeL fold, never
bundle_context), _safe_filename_token (id sanitised for path/link).
- R4 = optional+gated: a public opt-in primitive, NOT wired into
run_project (mirrors write_verdict — the system reads, the gate promotes).
- Load-bearing trio (test_step8_promotion_loadbearing.py): gate refuses a
non-approved verdict, approved verdict is navigable, promoted signal
stays out of the read-context — all proven RED-on-detach. Suite 144->148.
Design hardened by an adversarial plan-critic (12 findings; the BLOCKER —
index-link leak into bundle_context via index_summary — closed by the
neutral label + a no-leak test). Honesty limits documented: promoted file
is minimal (signal as prose only), and the learning-key id means
same-candidate approvals share a filename (last-write-wins).

Closes the honest Fase 2a limitation: docs_dir==bundle_dir let keyword
chunk-stuffing leak the verdict's realization rate ("0.82") into the debate /
generation prompt regardless of the ExpeL fold (it surfaced from both
verdict-led-fro.md AND golden.json). The realization signal now reaches the
hypothesis prompt ONLY via the gated ExpeL fold.
- okf.py: bundle_context() + Bundle.context_files render the navigated bundle
(index + frontmatter + cross-links) as the agent read-context, EXCLUDING
type: verdict (maalbilde §2/§4). Pure stdlib, still MAF-free.
- datasource.py: bundle_citations() derives first-class citations from the
navigated non-verdict files.
- run_project: on the bundle path context + citations + debate tools come from
navigation (tools=[]; navigation replaces query-time RAG); the road path keeps
chunk-stuffing unchanged.
Load-bearing (maalbilde §7): the marker is upgraded from the minted verdict id
to the realization signal itself. The empty-store control now asserts "0.82"
reaches NO prompt — RED against the pre-2b chunk-stuffing path, green after
navigation (TDD red->green). New okf-level test_bundle_context_excludes_verdict_layer
guards the seam directly.
Suite 133->134 passed, 4 skipped; mypy + ruff check clean. Reverted unrelated
ruff-format drift (backends/budget/verdicts/test_contracts) to keep the diff
surgical.

Closes maalbilde §5 gap #1 (the one missing "feedback-into-prompt" dataflow)
for the OKF-bundle path. Before, ExpeL was computed AFTER generation into a
discarded SessionContext, so a prior verdict could not influence any hypothesis
(context_providers=0).
- New okf.py: framework-neutral OKF bundle navigation (index + frontmatter +
cross-links), pure stdlib, no agent_framework/mcp (D7-portable), enforced by
test_okf_is_maf_free.
- verdicts.py: seed_store_from_bundle + bundle_candidate_features build the
ExpeL substrate + the pre-hypothesis query key from a bundle.
- run_project(bundle_dir=...): folds the candidate's prior verdicts into the
generation context BEFORE generate_via_llm; the road path is unchanged.
Load-bearing (maalbilde §7): test_step1_expel_loadbearing proves a prior verdict
reaches the hypothesis prompt and goes RED when the fold is detached (shown via
TDD red->green). The marker is the minted verdict id (content hash) because
docs_dir==bundle_dir lets keyword chunk-stuffing leak the realization rate;
clean layer separation is Fase 2b.
Suite 121->133 passed; mypy + ruff check clean.
