chore(release): v0.11.2 — two register decisions and the stale prose counts
Register: ms-ai-architect removed from locales (org-ops D35 — the entry, not the prose, was the wrong side); ktg-plugin-marketplace v7.7.2 accepted as lightweight history (catalog's measured counter: monorepo-era tag, zero consumers).
