21f9241712 feat(check): the checker and the contract read a folder's reply
`okf check --payload` takes the reply to one call over a folder as well
as a single payload: every bundle's payload is held to all 19 rules on
its own, a finding is named with its bundle, one every payload carries
alike is reported once, an answer labelled with a bundle its payload
does not describe is `answer_misattributed`, and a reply with no answer
is `payload_invalid`. No rule is added, and a single payload's report is
unchanged. Contract SS 2.5.4 names the folder run and SS 8.11 fixes the
reply; the known-positive moves to 24 620 / delta 592.

The skill text follows: the working method's steps 1 and 4 name the
folder, and the generic skill says to use the server's tools first where
they are registered, with the skill as the supplement. The folder is an
instruction in both generators, never a path: the bundle's parent
written absolute named this checkout, and the test holding generated
commands to no repository path fell on it.

718c064279 feat(consume): one call over a folder asks every bundle under it
`okf consume <folder>` is the server's `okf_ask` with no bundle named,
byte for byte: no ranking of its own, every excerpt carrying its bundle
id. `--bundle-id` asks one bundle under the folder. A flag that acts on
one bundle's cut is refused by name over a folder rather than dropped,
because the server takes none of them. A bundle path reads as before.

977040f575 feat(check): the contract and the checker state the payload's v1.1 forms
C6. `docs/consumption-contract.md` now says what the pre-pass emits:

- SS 2.5 point 2: sub-questions are written in the bundle's terms and given to
  the pre-pass in ONE run where it takes several;
- SS 8's example is `okf-consumption/2` as shipped: `withheld` is the
  `{total, by_rule, nearest, complete}` mapping, `coverage` carries
  `absent_terms` and `weak`, an excerpt carries `text`, `text_sha256`,
  `passage` and `own_title`; point 1 closes the identity on `withheld.total`;
- point 7 keeps the falsified verdicts on record and states the one reading
  carried since v1.1, `weak`, with its rule: a word held in no form, or
  nothing delivered -- whether a word exists at all, which does not move with
  question style or corpus size the way the two shares did;
- point 8 the passage (`{start, end, of}`, `text_sha256` over the passage,
  `sha256` still the file's), point 9 several sub-questions in one run (one
  cut, `questions`, `subquestions`, per-sub-question coverage), point 10 a
  title inherited from the heading above, with `own_title`;
- SS 10 names this library's default ranking (BM25) and `--ranking fusion`.

`okf check` holds the two new forms a reader acts on: `passage_malformed`
(not whole numbers with 0 <= start < end <= of) and `subquestions_unindexed`
(not distinct indices into `questions`, or indices in a payload listing none).
17 -> 19 rules; the two tests that pin the published count move with it.
Each rule is held against a real payload (0 findings) and against that
payload broken six ways.

Editing the contract moved the SS 7.4 known-positive, measured once after the
edit: 19 837 -> 23 672 encoded, 19 358 -> 23 092 raw, delta 479 -> 580. The
example payload and `skills/okf-consume` are regenerated by the published
recipe and `okf check` reports 19 rules, 0 findings on them.

Suite on a clean tree after `git add`: 2443 passed, 2 skipped, 4 xfailed.
ruff, ruff format, mypy --strict clean.

f7cd84c5e6 feat(consume): a table fragment is read under the heading it stands under
C3, the remaining half. The proposer names a table block with no heading of
its own after the line it starts on (`Tabell linje <n>`). A position, not a
name: searched, it matched no question, and shown, it told a reader nothing
about what the table is.

`consume.inherit_table_titles` reads such a concept under the title of the
nearest concept ABOVE it in the same source document -- in reading order, the
heading the table stands under -- ordered by `source_offset`, else
`source_lines`, one key per document and never mixed. Applied where the bundle
is loaded, so the ranking, the excerpt and the near misses all see the same
title; the excerpt keeps the file's own as `own_title`, so the name shown is
never mistaken for the one in the file. A table with nothing named above it,
or a document whose concepts do not all carry one position key, is left as it
is.

Chose to do it in the reading and not in the build: no bundle byte moves, no
collection has to be rebuilt, and the proposer's goldens stay pinned.
`consume.MECHANICAL_TITLE` is held against the proposer's own output by a test.

Suite on a clean tree after `git add`: 2418 passed, 2 skipped, 4 xfailed.
ruff, ruff format, mypy --strict clean. The search gate's table for the
previous commit is kept in local state.

80aac93b8f feat(consume): several sub-questions in one call, merged by the product
C2. `consume.build_multi_payload` takes two or more questions, reads the
bundle ONCE (`bm25.prepare` builds the index a question does not depend on),
ranks and cuts each sub-question exactly as `build_payload` would alone, and
interleaves the deliveries: first excerpt of each sub-question in turn, then
the second, a concept already taken skipped, cut at the same `k` and `limit`
one question gets -- so asking four times does not buy a payload four times
the size.

Chose round-robin, not a merge by score, because two questions' BM25 totals
are not on one scale: a merge by score would let the wordiest sub-question
take every place. It is the rule the search gate measured with before the
product had it, moved unchanged.

Shape, and only for two or more questions (one question is `build_payload`'s
payload byte for byte):

- `questions` replaces `question`;
- every excerpt carries `subquestions`, the indices of every sub-question
  whose own delivery named it, the one whose text (passage) it carries first;
- `coverage` holds one block per sub-question (the single shape plus its
  `question`, `unanswered_in_payload` read against what the reader receives),
  `weak_subquestions`, and `weak` true only when EVERY sub-question is weak;
- `withheld` is every concept the merge did not deliver: `below_k` where a
  sub-question delivered it and the merge's cut did not, otherwise the rule
  of the sub-question that ranked it best. `nearest` walks the rankings in the
  delivery's turn order. The contract checker accepts it with 0 findings.

`okf consume --question A --question B` and `okf_ask` with `questions` (both
forms at once is `question_ambiguous`) reach it. A reservation or a fusion
widening acts on ONE cut and is refused with several questions
(`subquestions_flag_conflict`).

The search gate's series (e) and (f) now ask ONE call with every
sub-question; the gate's own merge is gone. Sets and thresholds untouched.
The gate's table for this commit is kept in local state.

Suite on a clean tree after `git add`: 2411 passed, 2 skipped, 4 xfailed.
ruff, ruff format, mypy --strict clean.

ab6e24aa22 feat(consume): the payload says when the bundle looks like it does not cover the question
C4. `coverage` gains two keys, and every key it had keeps its bytes:

- `absent_terms`: the question's words the bundle holds in NO form -- not as
  written, and not through a relative it uses (`bm25.query_groups`, the same
  bridge the ranking reads through);
- `weak`: true when one such word exists or nothing was delivered.

A reading with its rule in the open, never a verdict about the bundle. It is
computed for both rankings (`bm25.absent_terms` serves the fusion). The
retrieval gate's `marked` -- the one reading both gates share -- reads `weak`
beside its own bar, never instead of it; the known-negative that strips the
payload's words now strips both readings.

Words that only FRAME a question are stopwords in both languages (`how
often`, `hvor ofte`, `hva står i`, `what does it say`), and so are the
Norwegian function words spelled without their letters (`naar`, `paa`), the way
ASCII-only text writes them. Read as topic words they would be "absent" from
any collection that never uses them, which is what the synthetic sets showed
on three answered questions before the list was extended.

The working method says what to do with it, in one sentence each: the skill
template's step 3 and the MCP server's instructions (1 253 bytes, under the
2 048 a client keeps) -- rephrase in the bundle's words, and if it stays weak,
say the bundle does not cover the question.

The search gate's table for this commit is kept in local state.

Suite on a clean tree after `git add`: 2397 passed, 2 skipped, 4 xfailed.
ruff, ruff format, mypy --strict clean. Retrieval gate unchanged at the rows
the previous commit left red.

735468f600 feat(consume): BM25 ranking by passage and title, a large concept delivered as its passage
C1. `okf consume` and MCP's `okf_ask` now rank with BM25 (`bm25.py`) instead
of the three-signal fusion. Two signals, fused by reciprocal rank:

- passage: every body cut into 500-character windows every 250, a concept
  scored by its BEST window -- a narrow question is answered in one place;
- field: title three times, the id path and source name twice, then the body
  -- a broad question is answered by what a section is called.

The document prior and the rarity weight are gone from the default: the first
favoured big documents full of common words, the second gave its largest
weight to a word the collection does not hold. Under BM25 such a word weighs
exactly zero. A signal that scores a concept zero adds nothing to it, and ties
share a rank, so alphabetical order lifts nothing either.

Three rules carried over from the fusion, each with its own test, because the
suite showed what BM25 alone lost:
- a directory every concept shares is not read (K3-20's defect, one signal on);
- a number a section is known by (`4.2`, `10.2-2`) is kept as one token, or
  a question naming a section by its number matches nothing in it;
- a question word the collection does NOT hold is read as the collection's
  words it shares a leading word with (`consume.tokens_match`) -- Norwegian
  inflection and compounding -- at that word's idf, never at its own.

The lookup and title-covered partitions are shared with the fusion
(`_partitioned`). `ranking="fusion"` / `--ranking fusion` keeps the old order
reachable; `--cost-vocabulary` and `--rarity-weight` widen only the fusion and
are refused with the default (`ranking_flag_conflict`) rather than ignored.

C3. A concept longer than `PASSAGE_CHARS` (4 000) is delivered as the span
around its best window, snapped to whole lines, under the nearest heading
above it, with `[...]` where text was left out. `passage: {start, end, of}`
says so, `text_sha256` covers what was delivered, and `sha256` stays the
file's, so the whole can be fetched by `concept_id`. 4 000 because eight
excerpts of it stay far under a tool response's limit even with several
sub-questions merged, while a 500-character window keeps 3 500 characters of
surroundings. The budget pays for the passage, not the file.

Tests moved with the default, each stated rather than silenced:
- fusion-mechanism tests (cost vocabulary, rarity weight, reservation, shared
  rank, the reference-bundle pins) ask for `ranking="fusion"`, the order they
  were measured on; the BM25 reading of the reference bundle is a separate
  measurement, kept in local state;
- the retrieval gate still measures the shipped default. Row 1 holds. Four of
  its premises were built against the fusion (a concept forced below k that
  BM25 now delivers, a quota that no longer decides, mutants patching fusion
  code) and are `xfail(strict=True)` until the fixtures are re-measured;
- the shipped example payload is regenerated; the shipped skill is unchanged.

README's Consume section and CLAUDE.md state the new default and that the
flags described after it belong to the fusion.

The search gate's table for this commit is kept in local state: the question
sets belong to a consumer whose content does not go on a public mirror.

cf21449ddb docs: remove what this repository published about a consumer's corpus
Operator decision 2026-09-21: nothing from that consumer's collection goes out
on the public remote. The NAME stays where it is already published -- it is a
consumer of this library, named as such, and removing it would mean rewriting
published history, which this repository does not do. What goes is everything
that describes their CONTENT.

Removed across README, CLAUDE.md, CHANGELOG, four dated reports, the
consumption contract, three source modules and three test modules: their
corpus's document and page counts, the concept count of a bundle built from
it, the byte figures of a payload built from it, the question and fasit counts
and recorded score of their evaluation set, a bundle id with two content refs,
an order id naming them, and a path into their repository.

Kept, because the argument survives without the corpus: RATIOS and
percentages. A ratio is the finding -- a withheld list that is 65.5 % of a
payload is a defect at any corpus size -- and it discloses nothing about how
large anyone's collection is. Where a claim lost its denominator it now SAYS
so rather than quietly reading as unmeasured: the gate-refusal limitation in
the README states that the corpus and its counts are deliberately withheld and
points the reader at their own build, which is the number that binds them
anyway.

One integrity pin is kept and named here rather than left to be found: the
retrieval gate still pins that set by sha256, because the pin is what refuses
a self-written file in the right shape, and a checksum discloses nothing about
what it checksums. Its recorded SCORE is gone -- that was their figure about
their own corpus, and the row now says so instead of restating it.

The known-positive constants move with the contract document, as they must.
Suite green, 2372 passed.

30edd3f5d8 feat(skill): one generic skill by default, carrying a working method and an answer form
The operator built a 2313-concept bundle from one project's own documentation,
asked it a question in his own words, and judged the result unusable. The
generated skill was an audit contract: all its discipline sat on the accounting
-- markings, denominators, budget lines, source pointers -- and none of it on
understanding the question, searching again, or writing one coherent answer.
Two sentences actively forbade the second of those.

**The two forbidding sentences are gone and their replacements are tested from
both sides.** "Do not go looking for context the pre-pass deliberately
withheld" read as "one run per question", and no wording of the operator's
question put the right document inside a single run's cut -- so a rule against
a second run was a rule against finding it at all. "Not something to retry with
a narrower question" generalised a budget-refusal case into the same ban.
SS 2.2 of the contract said the first of them, so the contract moved with the
skill rather than being left to disagree with it: a second pre-pass run with
other terms, and a fetch of a concept the payload NAMED, are reachable; SS 9's
two real boundaries -- directory enumeration, the verdict layer -- are not.

**Two new sections, and the checker requires them.** `## Working method`: read
the bundle's map, put the question into the bundle's own words, split a broad
question into 2-4 sub-questions, search per sub-question, read what lay just
outside the cut and search again with its words, same method across several
bundles, then assemble ONE answer ordered by sub-question, saying which source
holds and what is not covered. `## Answer form`: the questioner's language,
plain prose, no `below_k`, no digests, no budget lines, no denominators; short
textbook-style references (document + section, plus bundle where several were
read); and the audit trail written only when the questioner asks for it or
into a document that travels without the skill. `REQUIRED_SECTIONS` follows the
template and the contract's new SS 2.5 and SS 2.6 -- never the other way round.

**The generic skill becomes what `okf skill` and `okf project` write.** A
per-bundle skill's numbers go stale the moment its bundle is rebuilt, one copy
per consuming project, and a project with two bundles installs two
near-identical skills; the generic form carries no bundle's numbers and names
`okf card` for them. `--for-bundle` is the opt-in for the instantiated copy,
which still refuses out loud on a stale pairing -- safe to keep, not enough to
keep default. `rule_bundle_identity` learned to tell a generic skill from an
unfilled template by the frontmatter name the generator writes, so the template
still fails for the opposite reason: it declares no identity because it is
unfinished.

e3169ec50c feat(consume): the withheld set is counts plus names, not one entry per concept
Measured 2026-09-20 on a 2313-concept bundle of one project's own
documentation: `withheld` held 2 305 entries = 186 440 B of compact JSON =
**65.5 % of the 284 850-byte payload**, and not one of those bytes counted
against the budget the same payload reports (`spent` was 45 192). A reader was
handed 239 658 bytes the budget line did not know about, to learn 2 305 concept
ids with nothing beside them -- the title being exactly what `--withheld-titles`
existed to buy, and which was off because buying it for 2 305 entries cost
another 37.9 %.

`withheld` is now a mapping: `total` (equal to `denominators.withheld`, so
SS 5.2's identity is unmoved and closes on the NUMBERS), `by_rule` (the same
total decomposed over the closed rule set, so "what kind of drop" is answerable
without the list), `nearest` (the best-ranked drops BY NAME, with title and
source document, so a reader who sees a near miss can ask for it) and
`complete`. The near misses are read off the ranking, not off `cut`'s output:
`cut` sorts by id so the partition is comparable, and that order says nothing
about which concept a reader might want next.

Same question, same bundle, after: **52 421 bytes, 18.4 % of the old file**.
The whole list stays reachable behind `--withheld-full`, and the two
instruments that classify EVERY miss by its rule -- the retrieval gate and
`okf_consume_measure` -- now ask for it explicitly and assert `complete`
rather than assuming it. `--withheld-nearest N` sets the cap (default 20,
which is `k` plus the next twelve). `--withheld-titles` is retired: a flag
whose only remaining effect would be to STRIP the title from a list the caller
asked for in full names no decision worth two shapes for one list.

`CONTRACT_REVISION` moves to `okf-consumption/2`, because a consumer indexing
the old key as a list would otherwise break silently. Three checker rules move
with it, and one of them is the interesting case: `parent_unfollowable` used
`excerpts` + `withheld` as the bundle's own denominator, which a truncated
block is not -- so that clause now runs only where the payload SAYS it is
complete, stated in SS 8.6 rather than left as a silence, with the other two
clauses (shape, self-reference) running either way. `Report` carries both
denominators, because a report claiming it examined 2 305 entries it never saw
is the same defect one level up.

The generated skill's "breaking point" section goes with it: it extrapolated a
concept count from the cost of ONE withheld entry, and there is no such slope
any more. It now states what this bundle's bookkeeping cost and that the block
is bounded by the cap rather than by the bundle -- an extrapolation from a
slope the code no longer has would be a measurement of the previous revision.

fix(consume): every read path into a bundle is contained, not just okf_fetch
`okf_fetch` resolved a concept through `connectors.safe_resolve` from the day
the server was written. The other three ways into the same bytes did not.
`okf consume` and `okf_ask` reach `consume.build_payload`, `okf_describe`
reaches `mcp_server.card`, and both built the concept path by joining the
index's own name onto the bundle root. `consume._join` refuses a `..` segment
and an absolute target, but it is a STRING rule over the index text, and a
symlink is a fact about the filesystem that reading that text cannot see: the
index could name `lekkasje.md`, that name could be a link to a file outside the
bundle, and the file came back in the answer.

Measured before the fix, on a bundle carrying one honest concept and one
escaping link: 8 of 11 new rows red, the 3 green ones being `okf_fetch` on the
same two links and the known-positive that the clean bundle still answers. So
the suite was not red for an unrelated reason, and the fix is not "refuse every
bundle holding a link".

One place, not three copies: `consume.resolve_in_bundle` makes the check and
`consume.read_path_in_bundle` adds the file's presence. Every reader here goes
through them -- the index walk, the ref, the document prior, the payload, the
card, `okf_fetch`, and the three outside `consume` (`skill`, `quality`,
`project`) that joined the same way.

Two more failure modes in the same check, because they are the same question:

* A NAMED PIPE is not a regular file. `read_text` on one blocks for as long as
  nobody writes to it, which on a server is the whole process; the red row for
  it ran 60 s to a subprocess deadline and now returns in under a second.
* A DEAD INDEX LINK raised `FileNotFoundError`, and the broad handler in
  `handle` wrote `{error}` into the refusal -- the SERVER's absolute path,
  handed to whoever asked, over one index entry naming a file nobody wrote.
  It is `concept_unreadable` now, naming the concept and not the machine.

The returned path is the JOINED one, never the resolved one: `read_concept`
derives a concept id by taking the read path relative to the bundle root, and
once containment holds the two are the same bytes.

2334 passed, 2 skipped (was 2323 + 2). `mypy --strict src/` clean over 25 files.

feat(consume): the payload says what of the question it reached, and row 4 reads it
`coverage` carries three lists: the terms the pre-pass read the question as,
the terms no concept in the bundle answers, and the terms no delivered
excerpt answers. Without it a reader holding eight excerpts cannot tell a
bundle that ANSWERED its question from one that merely ranked something --
the two payloads have the same shape.

FACTS, AND NO VERDICT, which is a measurement and not caution. Two readings
were built and both falsified over 81 questions (16 synthetic, 65 across the
three real sets, 2026-09-20): the share of question terms a delivered
excerpt answers separates the synthetic controls at 0.33 against 0.50 and
REVERSES on real data (covered questions down to 0.27, one genuinely
uncovered question at 0.71); the share of a bundle tying the best lexical
match is ~0.00 for every real question either way. Question style dominates
the first, corpus size the second.

The one bar this repository declares is the gate's: `UNANSWERED_BAR = 2/3`
over `unanswered_in_bundle`, swept and collapsing at both ends -- at 0.50
eleven real covered questions are marked, at 0.70 the row falls to 5 of 6,
at 2/3 the row is 6 of 6 and 0 of 65 real questions are marked. The margin
is thin (0.6087 against 0.6667) and is published that way, together with
what it does not catch: r761-sk2's own known-negative sits at 0.2857.

Row 4: 3 of 6 RED -> 6 of 6 GREEN, with the 10 answered synthetic questions
held unmarked as the known-negative. The contract's SS 8 gains point 7, the
consumption skill is told to read the block, and the SS 7.4 known-positive
moves with the document (14 721/375 -> 16 389/417). Suite 2292 passed.

fix(consume): a withheld concept carries the rule that actually decided it
The quota filters the WHOLE candidate list, so every over-quota candidate
came back `source_quota_exceeded` -- including the ones the RANK had
already put outside k, which the quota only reached because it ran first.

`_fates_without_quota` asks the same cut what would have become of each
candidate with no quota, and the drop keeps THAT rule; only a candidate the
quota-off cut would have delivered is named as the quota's. The packer is
lifted into `_pack` and used by both, so the quota-off fate is decided by
the code the run itself uses and never by a second implementation.

The retrieval gate's row 3 goes 2 of 5 RED to 5 of 5 GREEN. Row 7 is
unchanged at 12 of 14; M01 and M02 lose their row-3 credit, which was the
lying label moving and not the ranking. Suite: 2288 passed, 0 failed; no
committed payload moves a byte.

38320cd509 feat(consume): the door's link line is out of the default reading
`link_in_signal` defaults to `False` on all three entry points --
`searchable_text`, `concept_scores` and `build_payload` -- through one named
constant, `DEFAULT_LINK_IN_SIGNAL`. This carries out K3-23's recommendation
(alternative c), and its numbers are the whole warrant: of the newcomers the
door's `Enclosing section:` line ever added a question token to, 39 of 39
gained it from the bundle-absolute PATH and 0 of 39 from the link's title, and
every token the path contributed is a segment of the document's own directory
-- the saturation `shared_id_prefix` takes out of the id signal, back in
through the body.

A CONSTANT rather than three naked literals, chosen against the module: the
other eight defaults here are constants (`DEFAULT_PROFILE`, `DEFAULT_LIMIT`,
`DEFAULT_TIE_SHARED_RANK`, `DEFAULT_STEM_PREFIX`, `DEFAULT_TITLE_COVERED`,
`DEFAULT_SOURCE_QUOTA`, `DEFAULT_FOLLOW_PARENT`, `DEFAULT_K`) and this was the
one default spelled out three times. It also lets a test fall on the rule from
the module that owns it.

NO CLI flag is added and none is changed. `grep -n '"--.*link'` over `src/`
gives 0 hits before and after, and `consume.main` never passed the parameter,
so the CLI inherits the function default. A flag was considered and NOT added,
because no caller could be named that needs the older reading: the three call
sites outside `consume.py` (`skill.py:360`, `tools/okf_consume_measure.py:155`
and `:247`) all inherit it deliberately.

Measured before landing: 0 of 5 shipped bundles carry the door's line
(denominators 446, 1 133, 270, 2 756, 2 761 concept files) and 5 of 5 payloads
are byte-identical across the move. The consumer repository was read only and
its tree is unchanged, listing identical including mtimes.

The docstrings move with the code rather than after it. `concept_scores` said
this was "an INSTRUMENT, not a flag and not a default" and `build_payload` that
it "carries no CLI flag"; the first is now false and the second still true, and
each says so. `cli.DEFAULT_SHELL_PARENT` keeps its value and loses its reason:
the cost it cited -- delivered sets moving through that path -- is what this
commit removes, so the comment now states why it stays off NOW, which is N = 1
document and a consumption half nobody has judged. README and CLAUDE.md carry
the same sentence where they already describe the line, measured rather than
written on reflex: neither said anything about the ranking before.

One test changed with the code. The characterisation of what the LINE does
called `concept_scores` with no parameter, because the reading it characterises
used to be the default; it now names that reading. Same fixture, same number.

8e82da4682 feat(consume): the ranking can read a body without the door's link line
One parameter, `link_in_signal`, default `True` -- so no payload moves. `False`
scores the body with `inbox._link_enclosing`'s line removed, and removes it from
the stem vocabulary too, because `searchable_text` counts `df` over the text a
hit is scored on: taking the line out of one and leaving it in the other would
measure two different texts.

The recognition is the door's own constant plus its own place -- last in the
body, after a blank line, in the door's link form. The excerpt keeps the line
either way, so two readings of ONE bundle differ in ORDER alone, which is what
separates a ranking movement from a budget displacement.

Not a CLI flag: whether this becomes a default is K3-23's measurement, not an
implementation's decision.

2d4f56dc6c docs(k3): round 24, a reason that became false is struck and the emitter stays flow
`_render_sources` gave three measured reasons for refusing to emit the block
form. Two of them fell with `28f9a4b` and are struck rather than left
standing: a block list no longer round-trips to an empty value (4 609 of
4 609 concept files), and B6's acceptance test can now pass.

Reason 2 STANDS and now carries the emission rule alone, re-measured by
reading `portfolio-optimiser` at `6eb58e5`: `read_provenance` returns
`UnreadableProvenance(reason="block-sequence")` for a block value. It is not
the guard's objection -- guard 1.4.0 reads the block form on 4 609 of 4 609
of the same files -- so the answer to "should our own emitter write block" is
NO, with the number that carries it, and the measurement that would make it
decidable is named in STATE rather than deferred without one.

The README paragraph said this library "cannot read the block form" where one
reader could and one could not. It now separates the two by KEY: `sources` in
either form through every reader, every other block mapping still refused,
with the D1b pointer intact.

Report: 222 lines, S7 form. Five deviations first, including the acceptance
sentence naming THREE flat readers rather than one, a `title` denominator of
7 372 rather than 5 372, and the `okf check` rule answered NO with a
measurement (`contract_check` holds 0 occurrences of `sources`, and
`consume` already writes `sources_unreadable` for the state a rule would
restate; `len(RULES)` is 17). Honesty limits name the one-key-wide set, the
block `verified:` fixture still reading empty, and the rendering not being
byte-identical to the source.

Suite 1807 passed / 1 skipped, rc 0, 98 s.

28f9a4b540 fix(profiles,materialize,structure,consume): a block sources sequence is decoded, not skipped
One grammar, four call sites. `read_block_mappings` moves out of
`consume.read_sources` -- where it was written and measured -- into
`profiles`, the module both the flat readers and `consume` already import,
and the three copies of the line-oriented frontmatter grammar now decode a
block sequence for the keys `STRUCTURED_BLOCK_KEYS` names. Two copies of a
block grammar would be two answers to one question.

The value TYPE was the real choice and it was measured, not argued.
`parse_frontmatter` is public API (`okf.parse_frontmatter`) returning
`dict[str, str]`, and a list of mappings is not a `str`. Widening the return
type to `str | list[dict[str, str]]` costs 15 `mypy --strict` errors across
four of the five modules that touch the reader, plus a signature every
caller outside this repository would have to follow. Rendering the entries
back into the flow form those same readers already round-trip costs 0. The
rendering is a READING projection and says so: it is not a claim that the
value is writable -- `yaml_flow_plain` still refuses a `?` and the guard
still refuses a quote inside a flow mapping, which is why the producer
writes block in the first place.

`STRUCTURED_BLOCK_KEYS` is one key wide. `sources` is the key `read_sources`
already knows how to read; a fixture in this tree carries a block
`verified:` that still reads as an empty value, and a test pins that state
so the next widening is a decision rather than a side effect.

Nothing nested reaches the document's namespace: the entries land inside
their own value, and the K3-20 substitution guarantee is asserted per reader
copy.

Three tests that pinned the old behaviour are rewritten to what is now true,
none weakened on its other half: the block round trip in
`test_multi_source_provenance` (the evidence behind `_render_sources`'
reason 1), the v0.2 characterization (whose key-space assertion is the half
that must never weaken), and K3-22's shipped-file known-positive, where the
one difference is counted and pinned at 1.

Suite 1807 passed / 1 skipped, rc 0, 94 s -- 1782/1 before plus 25 new.
ruff clean, `mypy --strict` clean over 21 files, `uv.lock` untouched.

46e555d460 docs(consume,build): both parent defaults stay off, and the reason is now a measurement
K3-21 B. `cli.DEFAULT_SHELL_PARENT`'s comment said it was off because `okf
consume` reads no `parent` key; after A that sentence was false and the
default was unmeasured in both directions. Re-measured on the one standard
with heading-only sections: hit@1, hit@8 and hit@50 stay 6/6 at both k with
the known-positive at rank 1, but the link's bundle-absolute path repeats
the document's directory in 675 bodies, and the delivered set moved on 2 of
8 questions at the default k and 3 of 8 at k 50, newly delivered shells
matching the question only through that path on 1 of 3, 4 of 7 and 6 of 23
-- the saturation K3-20 took out of the id signal, back through the body.
Off.

`consume.DEFAULT_FOLLOW_PARENT`: the same delivered set as the pointer (16
of 16 payloads), 6 of 6 correct either way on questions whose answers are
never shells, at +2 488 / +2 746 B on the 2 of 8 default-k payloads holding a
linked shell and up to +20 817 B at k 50. Off.

A test holds both defaults and that the false sentence is gone.

839bd61349 feat(consume): --follow-parent carries the enclosing section's text, from room the cut left
K3-21 B. The second form of `parent`: `okf consume --follow-parent`
(`consume.attach_parent_text`) puts the enclosing concept's text inside an
excerpt's `parent`, with that concept's own `sha256` so a claim resting on it
is cited as that concept. It runs AFTER the cut, on the room the cut left, in
rank order, so the delivered set, its order, the withheld list and the
denominators are the same with the flag as without it -- inherited text
cannot displace an excerpt, the mechanism a consumer measured when copied-in
ancestor text pushed the right section to withheld place 504 and 1 069. A
text that does not fit is cut to the longest prefix that does and marked
`truncated`; a parent the payload already holds, or one a higher-ranked
excerpt already carried, travels once. OFF; the defaults are chosen on the
measurement that follows this commit.

`delivered_text` is the one normalisation an excerpt's `text` and a parent's
share. Contract SS 8 point 6 gains the MAY; the template tells the reader
what `text`, `sha256` and `truncated` mean. README and CLAUDE.md name the
flag.

Moved on purpose: the SS 7.4 known-positive again (14 455 / 14 083 / 372 ->
14 721 / 14 346 / 375), and `skills/okf-consume/` regenerated with it.
`tests/test_parent_text.py::test_no_room_means_no_text_and_no_lost_excerpt`
changed from its red form: it asked through `build_payload` at `limit ==
spent`, where the knapsack's 500 B buckets admit nothing at all
(`budget_admits_nothing`); it now holds the rule at `attach_parent_text`.

4f7bd61500 feat(consume): parent reaches the reader -- excerpt field, body link, checker rule
K3-21 A. `okf consume` resolves a concept's `parent:` pointer -- a
`segment_id`, unique only inside one document's plan -- among the concepts
sharing its `source_file` (`consume.link_parents`, one pass, no file opened
again) and an excerpt carries `parent: { concept_id, title }`. Conditional
like `req_number`: a concept with no `parent` key moves no byte. A pointer
that lands nowhere is named `parent_unresolved: true`, never dropped.

The door writes ONE line into a heading-only body whose entry has a parent:
`Enclosing section: [<title>](/<bundle-relative path>)` (SPEC SS 5.1 lineage
through links, SS 6.1 the recommended absolute form and the kind in the
prose). Only such a body, so the segmented goldens' declared parents -- bodies
holding text -- are untouched. Appended AFTER structure derivation and
screened on its own (`_screened`, the `description` rule): read as body text
the link was derived into a second, unresolved `references` edge, measured on
the fixture. `segmentation.heading_only` is the one predicate the proposer and
the door share.

`okf check` gains its seventeenth rule, `parent_unfollowable`: a `parent`
that is not a concept_id and title, names its own excerpt, or names a concept
in neither `excerpts` nor `withheld` (together every considered concept).
Contract SS 8 point 6 added, the figure carries `parent`, and "additional
members are not read by the checker" now says the checker reads only the
members SS 8 names. The template tells the reader what `parent` is and that
SS 2.2 lets it read that one concept; `skill.CONDITIONAL_FIELDS` gains
`parent`. README and CLAUDE.md say what consume now reads.

Moved on purpose, each named: the SS 7.4 known-positive IS the contract
document, so `budget.known_positive` moves in every payload (13 238 / 12 893
/ 345 -> 14 455 / 14 083 / 372); `skills/okf-consume/` regenerated from the
segmented golden, whose plan declares s1 and s2 under s0 -- its example
payload now carries both parents; `test_bundle_identity` 16 -> 17 rules;
`test_shell_parent`'s byte test also accounts for the link line.

ed0418f228 fix(frontmatter): write a value a YAML reader reads back, and read both forms
K3-22. SPEC SS 11 point 1: "Every non-reserved `.md` file in the tree
contains a parseable YAML frontmatter block." Measured with PyYAML 6.0.3,
okf's own default K2 bundle failed safe_load on 41 of 455 blocks and the
R761 build on 1 of 2 763, every one a block scalar written verbatim.

Block (the profile emitter, every key): a value the K3-19 rule refuses as
plain is written double-quoted, `\` and `"` escaped; every other value keeps
its bytes, and a flow collection or an empty value is written as it stands.
The rule, now `profiles.yaml_block_plain`, agrees with PyYAML on every
top-level value in eleven measured trees (0 refused that it reads verbatim,
0 kept that it does not). Double, never single: 0 values in those trees are
`"`-wrapped and 11 193 are `'`-wrapped.

Flow (`sources`, Door A and Door B, and a run-stated flow value): the pinned
guard refuses ANY quote in a flow mapping (1.3.0, measured), so a leaf PyYAML
needs quoted has no form both read. `yaml_flow_plain` refuses it instead:
`,[]{}`, `?`, a quote, ": ", " #", a trailing `:`, a leading indicator -- a
leading `-` before a non-space excepted, which both readers take. The file
name is checked too, because it is the entry's `title` when the document
declares none. Existing codes: inbox_source_file_unaddressable,
inbox_source_title_unaddressable, source_reference_unquotable,
run_frontmatter_invalid.

Readers: parse_frontmatter, profiles' and structure's copies, and both
read_sources branches unquote a `"`-wrapped value (`\"` and `\\` decoded,
nothing else); `'`-wrapped values are untouched, and structure keeps the
single-quote rule it already had. The flow-mapping split is quote-aware, so
`{ title: "a, b" }` is one pair. The generated SKILL.md header goes through
the same block rule.

TWO K3-19 TESTS MOVED, deliberately: test_run_frontmatter built with
`sources=[{ resource: ...?languageCode=nb, ... }]`, the exact form PyYAML
refused on 2 761 of 2 761 frontmatters of K3-19's flagged build. The two
build tests now write an address without `?`; the flag-grammar test keeps
the `?` address (it only splits), and a new test holds that the build
refuses it with exit 2 and writes nothing.

1753 passed, 1 skipped (OKF_HTML_CORPUS, known). No golden moved.

9f8a1bca42 fix(consume): a directory every concept id shares no longer ranks them
The first fusion signal read a concept's title together with every segment
of its id. On a one-document bundle every id starts with the same directory,
and since K3-19 an STS document names that directory after its own number, so
a question naming the document matched every concept except the one whose
title already named it. Measured on a 2 761-concept bundle, the known-positive
fell from rank 1 to not delivered at the default k (13 at k = 50).

`shared_id_prefix` returns the leading directory segments EVERY id shares,
never the leaf, and the signal reads the id below them. Where the ids share no
prefix the signal reads the same string as before.

Measured on a frozen export before this commit, four forms: the chosen one
gives KP rank 1 at both k with S1-S6 6/6, and K2 (12 payloads), N100/N200/N500
(15) and the five-document folder (5) byte-identical. Dropping each concept's
own document directory instead took a K2 hit@8 row from rank 5 to not
delivered, and is not shipped.

e15de71aa4 fix(consume): a covered title rises only past titles that answer no more of the question
Round 16's partition read every concept whose WHOLE title the question
accounts for before everything the fusion ranked above it. That is a claim
about the covered title's PRECISION, and it overrode the fusion even against
a title answering MORE of the question. Measured on a 26-concept bundle of
five documents: the question names a section by three title tokens and holds
a neighbour's whole one-token title (1 of 9 question tokens); the fusion put
the named section at rank 1, the partition moved the neighbour over it.

A covered concept now RISES through the fusion's order and stops beneath the
first concept whose title answers more question tokens, by equality, than it
holds, or beneath a covered concept the fusion put above it. With nothing
above it answering more it reaches the top exactly as before. Same flag
(--title-covered / --no-title-covered), no new parameter, no new constant.

Measured before this commit, delivered ranks from build_payload:
- known-negative: rank 2 -> 1; the payload equals --no-title-covered's
- three own probes on that bundle: 1, 1, 1 (unchanged from round 16)
- R761 XML, 2 761 concepts: hit@1/8/50 6/6 - 6/6 - 6/6 at default k and at
  --k 50, KP rank 1; 8 of 8 payloads byte-identical to 7cca9e0 at BOTH k
- payloads byte-identical to 7cca9e0: K2 pinned 6/6, Arm B 6/6, N100/N200/
  N500 15/15; tests/test_default_bundle_pin.py 7 passed, file untouched
- candidates measured beside it: min title length (R761 hit@1 3/6), share of
  the question (holds only for 1/9 < s <= 1/6), order inside the group
  (group of one: no effect), stop list (no title involved is one)

Suite on the staged set: 1600 passed, 1 skipped.

The report, the CHANGELOG entry under [Unreleased] and the README's ranking
section. No version bump and no tag: v0.8.0 was released this same day.

R761, delivered ranks, before -> after: hit@1/8/50 3/6 - 5/6 - 5/6 -> 6/6 -
6/6 - 6/6 at default k and 3/6 - 5/6 - 6/6 -> 6/6 - 6/6 - 6/6 at --k 50, with
the known-positive at rank 1 on all four and the known-negative still not a
hit. --no-title-covered on the new binary reproduces the old row exactly.

Nothing else moves, measured on the bytes: the pinned K2 bundle and Arm B keep
(1,1,1,1,1,5) with payloads byte-identical on 6 of 6 questions each,
n100/n200/n500 payloads byte-identical on 5 each, the 828-file HTML corpus at
828 plans / 0 unreadable / 6 015 md with diff -rq empty, the five-document
folder diff -r-identical at 26/52, and okf project still byte-equal to okf
build.

README's test count corrected to what this round measures: 1583 collected,
1582 passed, 1 skipped. The published 1575 was the passed count.

6bb21891b8 feat(consume): a question that accounts for a concept's WHOLE title takes it first
`title_covered_hits` names the concepts whose every title token is a token of
the question, and `concept_scores` reads them before the rest -- a PARTITION
below the lookup partition, never a fourth RRF signal.

The arithmetic that rules a signal out is the same one `lookup_hits` was made
a partition on: RRF consumes ranks alone, so with shared ranks a rule whose
positive group is SMALL separates least of all. Measured on a 2 761-concept
bundle of one standard, the group is 1, 1, 1, 1, 9, 2, 0 and 0 concepts over
the eight questions -- as a signal it moved hit@1 not at all.

By EQUALITY and never by shared prefix: four shared leading characters take
the group from 1 to 6 on one question and 9 to 31 on another, and the
answering section falls to candidate rank 6 with the known-positive to 2.

ON by default with the opt-out `--no-title-covered`. Suite: 1580 passed,
1 skipped; the pinned K2 bundle green and unchanged.

1e9f38b125 feat(consume): one source document took 8 of 8 delivered places, so cap it
Measured outside this repository on a 3206-concept bundle of a published
handbook: the code's own process overview contributes 28 of 3206 concepts
(0.87 %) and 117 488 of 1 469 225 source characters (8.0 %), and took 8 of 8
delivered places on one question and 7 of 8 on the known-positive -- which was
not delivered at all. Identical at 343 and 1651 concepts, so the cause is the
corpus's COMPOSITION, that it holds its own table of contents, and NOT its size.
Splitting the corpus would move the defect, not remove it: any corpus with a
contents list, a project overview or a summary document has the same property.

`--source-quota N` caps how many DELIVERED places one source document may take.
It cuts where the shortlist is cut -- before the pack, never inside the DP,
which maximises a sum over a set it is handed -- so the freed place goes to the
next candidate and `k` is still delivered in full.

DEFAULT 2 SINCE TODAY, and it is the third change here that alters a payload
with NO bundle changing (after `--tie-shared-rank` and `--stem-prefix`).
Opt-out `--no-source-quota` reproduces the previous excerpt order.

Swept over {2, 3, 4, off} on three bundles, with the fasit prefixes validated
against the bundle FIRST (that control caught a defect in the measuring query
itself -- it read the last id segment where the document is the first):

- K2, both bundles: at 2 and 3, hit@8 goes 5 of 6 to 6 of 6 with all five
  standing rank-1 rows unmoved. The recovered row had missed on every bundle and
  every configuration measured until now. At 4 and off it is 5 of 6.
- The handbook bundle: hit@8 2 of 6 -> 4 of 6, the known-positive from not
  delivered to rank 4, and the dominant document's share of delivered places
  8 of 8 -> 2 of 8 (7 of 8 -> 2 of 8 on the known-positive).
- 2 rather than 3 on rank alone: the recovered rows come in at 5 and 4 rather
  than 7 and 5.

WHAT THE GAIN IS NOT. hit@8 asks whether the gold DOCUMENT appears among the
delivered excerpts, and a document quota directly raises how many distinct
documents a payload holds, so that metric is not neutral with respect to this
rule. The five rows that were already rank 1 are neutral, and they did not move.

THE ADVERSE CASE IS NAMED, not left to a consumer. A bundle built from ONE
document carries the same `source_file` on every concept, so a quota applied
literally would deliver 2 excerpts where `k` were asked for -- a rule against
dominance turned into a rule against small bundles. The shortlist is topped back
up from the best-ranked over-quota candidates, which makes such a bundle
byte-identical to the quota being off, and a test holds it.

`--rarity-weight` was measured against the same defect and does NOT repair it:
it leaves the dominant document at 8 of 8 places on the question it floods,
delivers neither that answer nor the known-positive, and holds 5 of 6 on both K2
bundles. Combined with the quota it is worse than the quota alone (the
known-positive falls back out). It stays off.

The vocabulary stays CLOSED and the new code is published in all three places a
consumer can read it: `WITHHOLDING_RULES` (six -> seven),
`docs/consumption-contract.md` 5.3, and the generated SKILL.md -- verified by
reading the generated file, not the code that writes it. `source_quota_exceeded`
is a DIVERSITY drop and not a relevance one, so folding it into
`no_lexical_match` would tell a consumer the question reached nothing in a
concept the question in fact reached. `okf check --skill --payload` stays
conformant, 0 findings over 15 rules.

Editing the contract moved the 7.4 known-positive, which is the coupling
working as intended: 12 563 -> 13 238 encoded, 12 227 -> 12 893 raw, delta
336 -> 345, updated in the constant, the instantiated skill and the shipped
example payload.

Also adds the O6 guard on the reading side: `build_payload`'s signature defaults
are asserted equal to `okf consume`'s argparse defaults for every same-named
parameter. `okf project` shipped that exact disagreement for two rounds.

191de89f41 feat(propose,consume,tools): the type that declares nothing, and the prefix that is not a word
Three of round 9's four measured holes, each closed with a rule chosen on a
measurement rather than named as a limit.

`rtf` GIVES 0 SEGMENTS -> 6 of 6 AUTHORED TITLES over N = 4. The container has
no heading style, so the author's title is bold text. The grammar is markdown,
not `rtf`: the converter already writes that title as `**...**` in the same
output every office row produces, so no `rtf`-only heading form exists. Three
parameters were swept over 47 readable documents and ONE carried -- refusing a
line that ends in terminal punctuation takes false-positive lines from 9-12 to
1-2. A maximum title length (unlimited/40/60/80/120) and a
must-stand-between-blank-lines clause are both FLAT, so neither is in the rule.
The last false positive is closed by G1, the principle `_gate_outline` already
carries: recovery yields to declaration. False positives are then 0 of the 31
declaring documents by construction, and 0 of 27 on the corpus. Reach: 2 of 39
corpus documents, both `docx`, 0 of 33 `pdf` and 0 of 2 `xlsx`. Behind
`--bold-title`, default OFF pending the hit@8 measurement; the default bundle
is byte-identical without it.

BOTH ALTERNATIVES THE ORDER NAMED WERE MEASURED AND FELLED. A fourth hand-laid
fixture DECLARES heading styles in a stylesheet and the converter discards
them, emitting the same bold line -- so "read the declared headings out of the
markdown" has nothing to read. `rtf` -> `docx` -> markdown yields 0 ATX
headings on that same document, because the loss is in the `rtf` READER before
any writer sees the style. Fixtures are hand-laid in `make_k2_office.py` with
the fasit written first; they live in their own directory because Door B walks
a drop directory recursively and `k2-office/` reads its N off the listing.

THE PREFIX OVER-MATCH: THREE CANDIDATES MEASURED, ALL THREE FAILED ON ONE ROW.
Re-measured on the pinned 453-concept bundle with the control run first:
`under` occurs 79 times by equality and matches 172 by prefix, `undersjoisk` 0
and 172, `bilateral` 0 and 400 of 453, `standhaftig` 0 and 219. The two extra
known-negatives were FOUND, not chosen -- every 4-character prefix ranked by
document frequency, then a real word taken from the widest. A longer floor
(5-8), a coverage share (0.5-0.8) and a long-words-only floor (>= 8) each cost
row 1 its rank on the default bundle and the whole row on Arm B. Decomposed:
row 1's token `prisene` reaches its gold document through
`pris|sammenstilling` on four characters -- 0.57 of one word and 0.22 of the
other -- so the over-match and the wanted match are one mechanism.

THE FOURTH CANDIDATE IS THE ANSWER: the shared prefix must be a WORD the bundle
uses. `pris` is; `bila` and `stan` are not. `bilateral` 400 -> 0 and 512 -> 0,
`standhaftig` 219 -> 56 and 235 -> 33, every hit@8 row keeping rank 1 on BOTH
bundles. `undersjoisk` stops at 162 because `under` IS a word here -- a genuine
Norwegian morpheme, so that residual is a different answer, not a ceiling. ON
by default (`--no-stem-prefix`), pinned with its own known-negative on the
shipped bytes.

THE SHIM: a path importer holds the object `module_from_spec` made, and
`sys.modules[__name__] = _impl` never reaches it. Measured under both counting
methods -- 3 of 76 public names by `vars()`. One line copies the public names
into this file's globals; the dunder filter is load-bearing, because an
unfiltered copy overwrites `__name__` before the next line uses it as the alias
key. It restores attribute ACCESS and not patch-through, which is why the alias
stays. A CHANGELOG note under 0.7.0 and a shim docstring line say so, since
what the consumer asked for was the note.

a364ef4c7d feat(cli,consume): the first span, and the fusion that punished fine-graining
Round 6 left two things behind: a measured coverage hole with the repair built
but not the number to move it, and a retrieval regression that kept two
spreadsheet rules off the default. Both are measured; four defaults move.

THE HOLE IS BIGGER THAN THE RULE BUILT FOR IT. Measured over the 39-document
corpus, the pre-move default left 207 435 characters -- 11.92 % -- in no
segment: 163 804 above the first entry, 26 041 between entries, 17 590 after
the last. `--first-span-from-zero` closes the first part entirely, 79 % of the
whole, leaving 43 631 (2.51 %) over 8 of 32 documents. It adds no boundary and
the K2 concept count is identical with and without it (425 = 425); hit@8 holds
[1,1,1,1,1,-] under both tie-breaks and the 12-position reference does not move
one cell.

THE RANKER WAS PUNISHING FINE-GRAINING FOR BEING FINE-GRAINED. Round 6 held
`--sheet-section-rows --keep-table-heading` back because on a bundle built with
them row 1 fell rank 1 -> 2, and ruled out the document prior because its rank
over 39 DOCUMENTS was 1 on both bundles. RRF reads a rank over CONCEPTS:
splitting the gold document 1 -> 12 puts its own twelve concepts in that
signal's whole top tie group, so the one leading the body signal takes position
11, contributing 1/71 where the undivided concept contributed 1/61. A signal
that scored them all EQUALLY still emitted twelve ranks, ordered by concept_id,
and the fusion read alphabetical order as a measurement.

AND THE REPAIR WAS ALREADY IN THE TREE, OFF FOR A COST THAT HAD BEEN REMOVED.
`--tie-shared-rank` shipped off 2026-09-08 because hit@8 fell 5 of 6 to 4 of 6.
Swept over 2 prior exponents x 3 bundles x 6 rows: that fall exists only at
DOCUMENT_PRIOR_EXPONENT 1.0. Round 6 moved the exponent to 0.5 for an unrelated
reason and correctly reported it moved no hit@8 row -- nobody measured the
pair. A flag's "off by measurement" is a measurement of a CONFIGURATION, not a
property of the flag.

Shipped, each with an explicit opt-out and both directions measured rather than
asserted: --no-first-span-from-zero --no-sheet-section-rows
--no-keep-table-heading reproduces the previous bundle byte for byte (diff -rq,
0 differences), and the no-flag build equals the explicit-flag build.
--no-tie-shared-rank reproduces the previous excerpt order -- the one change
here that alters a payload with no bundle changing.

K2 default: 436 concepts / 832 files, digest 8dff8a8e6c15d2f7..., hit@8 5 of 6
ranks [1,1,1,1,1,-]. The pin now holds its own known-negative on those bytes:
read with --no-tie-shared-rank the same bundle gives [2,1,1,1,1,-], so the
green assertion names its cause. Consumer cost is a re-run: 425/810 -> 436/832
on the reference corpus, 15/30 -> 26/52 on a five-document folder.

pptx and md measured end to end for the first time, on two hand-built
documents: md recovers 3 of 4 declared headings, pptx segments per slide only
where the converter recognised a title placeholder. A converter attribute leaks
into titles ({#slide-N}, {#sheet-1}) on 2 of 810 K2 files and 1 of 30 on a
five-document folder -- not fixed, because a filename is reduced from its title
and the fix renames concept ids a consumer has cited.

Suite 1486 (1478 before), ruff and mypy --strict clean over 21 files.

38104b7df5 feat(propose,consume,profiles,importer): recovery yields to declaration, and 9 % of the corpus that was in no segment
One rule explains every remaining `pdf` miss on the twelve-position reference:
where a document DECLARES headings, Arm D's RECOVERED headings are the whole of
the excess, and every declared one is a unit the reference wants. `--outline-gate`
admits recovery only where the document declares none of its own, plus any one
recovered heading covering OUTLINE_SHARE (0.20) of the text. It is `fold_units`
clause 2's own principle moved from voting to admission, and it filters at
ADMISSION so the text a removed mark opened is carried by the mark above it --
the post-filter form scores identically on all twelve positions and loses that
text, which is why only one of them shipped.

`--outline-gate` and `--drop-wrapped-outline` become the package default, one
decision because neither carries the reference alone: `pdf` 2 of 8 -> 5 of 8
alone, 7 of 8 together; the sheet 5 of 12 -> 10 of 12; `docx` unchanged at 3 of
3. Each keeps an explicit opt-out. The bar the move had to clear was not the
reference: hit@8 on a K2 bundle built with it holds 5 of 6 at ranks 1,1,1,1,1,-,
no row losing rank 1. `--sheet-section-rows --keep-table-heading` reaches 11 of
12 and does NOT ship, because on a bundle built with it row 1 falls rank 1 -> 2.
Cost to a consumer is a re-run: 492 concepts / 944 files -> 425 / 810.

DOCUMENT_PRIOR_EXPONENT makes the document prior sublinear (total/n**0.5). A sum
measures size and a density is diluted by every unit carrying none of the
question, so a document split 1 -> 12 lost its prior by 12. Swept over five
values on 18 rows it is at least as good as the delivered density everywhere and
strictly better on three. Stated plainly: end to end it moved NOT ONE hit@8 row
on any of four bundles, so it did not solve the knot it was adopted for -- what
did is that the `pdf` gain never needed `--sheet-section-rows`.

`--first-span-from-zero` is off and repairs a measured loss found while chasing
one position's 940 characters: 32 of the 32 documents that get a plan leave the
text above their first concept in no segment -- 159 704 characters, 9.18 % of
the corpus, 45 841 from one document. It changes nothing on the reference. Off
because it moves the first span of essentially every bundle with no hit@8 number
behind it yet.

vegnormal-okf FUNN 2: SPEC section 8's own star row parsed as prose, so every
concept behind one was unreachable to the section 9.2 walk. `IndexPolicy.also_reads`
carries it for the SEGMENTED profiles, read-only, after the emitted pattern
misses -- the asymmetry `sources` already has. DEFAULT and STRICT_V1 untouched (O2).

vegnormal-okf FUNN 1: Door C's own outcome was refused at exit 1,
`bundle_id_missing`. `import_bundle` now takes `root_frontmatter_values`,
keyword-only, rendered before any disk mutation, written only when the index is
created -- Door B's mechanism and ordering.

Suite 1478 passed (1449 before), ruff and mypy clean.

f6fea13299 feat(cli): okf project/consume/check/skill, and a generated skill with no path into a checkout
The reading direction existed only for someone standing in a clone. `consume`,
`contract_check` and `skill` moved from `tools/` into the package and are
reachable as `okf consume`, `okf check` and `okf skill`; `okf project` is new
and does the whole thing in one command.

The red measurement: a consumption skill generated from a checkout carried 4
lines naming that checkout by absolute path, 2 of them the commands the skill
tells a reader to run. It now names `okf consume` and `okf check`, and a test
asserts this repository appears in it nowhere, with a known-positive so the
zero is a measurement rather than a search that could not find.

The `tools/` files stay as ALIASES, not re-exports: a re-export binds copies of
the names into a second module object, so a caller patching one patches a
binding the implementation never reads. Two tests that monkeypatch okf_consume
went green again only under the alias. Every published reproduction block runs
unchanged.

The template and docs/consumption-contract.md (the section 7.4 known-positive)
are force-included into the wheel from the file they are authored in, so both
travel with the commands that cannot run without them and there is still one
authored copy of each.

Step 0, before any of it: okf build's default gained Arm E (--table-grid),
with --no-table-grid as its opt-out. The default moved to D plus F earlier the
same day on Arm F's published 5 of 12 -- a figure measured with Arm E ON.
Without it the fold has no joined table to fold, and the shipped default scored
2 of 12 with docx 0 of 3. Measured on the operator's folder: 30 md / 15
concepts on the new default against 43 / 28 without Arm E.

Install measurement from a fresh uv tool install, empty folder, this repository
nowhere on PYTHONPATH: 5 documents in, 15 concepts out, 0 references to tools/
in the generated skill, okf check conformant (15 rules, 0 findings).

Deviation stated rather than hidden: the order asked that
tests/test_okf_consume.py be left untouched. Two assertions in it read a PATH,
which is the one thing this work changes. Both were moved and the second made
stronger -- it now asserts every command the README recipe names is a
subcommand the CLI registers, which a file existing on disk never proved.

Suite 1414 -> 1427. ruff clean, mypy --strict clean over 21 files.
